Russia Blocks Mali Sanctions Extension

Russia on Wednesday vetoed a United Nations (UN) Security Council resolution extending the sanctions regime applicable to Mali.

Drafted by France and the United Arab Emirates, the resolution “proposed to renew for one year, until August 31, 2024, the sanctions provided for in resolution 2374 (2017), in particular the travel bans and the freezing of assets, and to extend until 30 September 2024 the mandate of the Panel of Experts to monitor the implementation of these measures,” the UN reported. The text received 13 votes in favor, one abstention (China) and one vote against, that of Russia, which used its right of veto to block the resolution.

Russia, whose UN ambassador Vasily Nebenzia said the resolution “would not have helped the peace process”, submitted a competing text which “also proposed to renew until August 31, 2024 the sanctions concerning Mali, but ‘for a final period of 12 months’. He called on the other hand to dissolve, ‘with immediate effect’, the Expert Group”, the objectivity of which she disputes, with Bamako. Its resolution to this effect was rejected, with one vote for, one against (Japan) and 13 abstentions.

Resolution 2374 dating from 2017 targets in particular “persons or entities designated as being responsible for or complicit in activities or policies posing a threat to peace, security or stability in Mali or as having contributed, directly or indirectly, to these activities. or political”, or those who take part in “hostilities in violation of the Agreement for Peace and Reconciliation in Mali signed in 2015”.

Without renewal, this sanctions regime in Mali expires this Thursday, August 31.
