AN EXPERT/TRAINER IN BUSINESS START UP TO BE INTEGRATED IN THE FRAMEWORK OF THE “YOUTH CERTAINTIES” PROJECT IN THE MBOUR AREA
Interested persons, natural or legal persons, can send their technical and financial proposal for the training module “Building your business plan” and for the follow-up no later than August 16, 2019 at 8 p.m.
1. BACKGROUND
The CERTITUDES Jeunes project – Project to support concrete and achievable initiatives in the Territories and in the Youth Emigration Zones of Senegal and Mali – aims to promote social integration and access to income-generating activities in 80 young people between the ages of 18 and 35 living in the departments of Mbour, Tambacounda, Ziguinchor (Senegal) and Kayes (Mali).
It is implemented by the NGO COSPE in partnership with MAIS, active in the Tambacounda region, the CPS in the Mbour area, the GRDR in the Kayes area, the CNCR in Senegal and the CNOP in Mali.
The project is developing in several stages including the initial assessment, which allowed an analysis of the opportunities offered by the different territories, and the identification of the beneficiaries, which enabled the project team to collect some information on the background of knowledge and experience, but also on the project idea or current activity of each young person.
Following this, training will be organized to reinforce their basic knowledge but also to highlight their interests and potential. Thanks to these trainings, they will be accompanied in the definition of the project idea, the development of the business plan and the launch or consolidation of their activities.
2. TRAINING
The training is a preliminary activity within the framework of the accompaniment of young people in the drafting of a business plan and towards professional integration.
Duration and period
The project has planned an intensive training on the entrepreneurial spirit and on the business plan, which takes place in a maximum period of 05 days. Amendments may be provided in relation to the requirements of the young people and the modules proposed by the trainer. The number of young beneficiaries concerned by this training is estimated at 20.
The desirable period for this training is between July 22 and August 02, 2019. The follow-up will take place in the month of August.
Pedagogy
The pedagogy of the training will favor a mix between theoretical (35-40% time) and practical (60-65% time) contributions adapted to the level of the young people which, according to the first observations, is relatively low with the exception of a few case. Local knowledge will be promoted through national trainers and exchange visits.
Trainers
The choice of the expert (individual or institution or firm) will be made on the basis of an evaluation of the technical and financial proposals relating to the module in question and the follow-up of the 20 young people in the development and implementation of their business plan. It will be done in complete transparency by the project team in each area under the supervision of the Project Manager.
The expert should work according to the principles and philosophy of the NGO COSPE and its partners, encourage participation and enhance the endogenous knowledge of the beneficiaries and adapt the training to the realities on the ground.
Profile and tasks of the Expert
The trainer must:
? Have an economist profile with proven training or experience in business start-ups
? Be a business start-up trainer
? Have consolidated experience in writing business plans, preferably in the agro-ecology, poultry farming, fishing and agri-food processing sectors
? Have experience in the field of at least 2 years
? Have good reporting and document writing skills
? Have physical skills allowing him to carry out intense field activities in the areas of Mbour, Malicounda and Sandiara
? Speak French, Wolof and Serer
? Be independent
Desirable:
? Direct business management experience highly desirable
? Experience in agricultural and poultry business management a plus
As part of the mission, the trainer will:
? Prepare and submit for validation by the NGO CPS and its lead partner COSPE before conducting the training the training module and the teaching aids intended for the workshop.
? Prepare and submit a training agenda.
? Conduct the training workshop (5 days maximum).
? Develop and submit for validation by the NGO COSPE and its local partner a training report.
? Support the 20 beneficiaries in the development of their own business plan with occasional trips to the 3 areas of intervention (Mbour, Malicounda, Sandiara)
? Follow the 20 beneficiaries in the implementation of their business idea
Places
The “Building your business plan” training will take place in the municipality of Mbour. Project monitoring will take place between the 3 municipalities of residence of the beneficiaries (Mbour, Malicounda and Sandiara).
Language
The language of the training will be the one best understood by the young people (Wolof/Sérère), however certain key words in French may be used.
Certificate
Local institutions that can issue certifications of achievements will be given priority. In the absence of certification, certificates will be provided.
Also, a knowledge measurement system will be applied systematically to ensure the transfer of knowledge via tests upstream and downstream of each training.
Proposed module
Only one module is planned as part of this training session, namely:
? “Building your business plan” – 05 days maximum
At the end of the training session, participants will have acquired specific skills in entrepreneurial spirit and knowledge in the development of a business plan.
Deliverables:
? A brief guide to developing a business plan;
? The training report;
? The development of 20 business plans.
Namely, the module can undergo variations according to the technical proposals which will be made by the coordination of the project. .
Accompaniement
After the training and business plan development phase, the expert is called upon to monitor the business creation of the 20 young beneficiaries of the project in the Thiès Region. The project team is in charge of accompanying and monitoring the young people throughout the project. In this sense, they will be resource persons for the orientation and ongoing training of young people. However, external support may be requested when needed.
Team training
As far as possible, it would be desirable to integrate into the training programs a component of capacity building for the team so that the project management unit is able to follow up and support the young people after the end of the training and any throughout the project.
Indicators to fill in
In order to measure the implementation of activities and the achievement of results, it will be necessary to provide information on a certain number of indicators such as:
? The rate of participation in the training course
? The rate of improvement of the knowledge of the participants in the trainings
? The number of training participants
3. EXPRESSION OF INTEREST PROCEDURE
Presentation of the offer
The trainer (individual or institution or firm) must submit a technical offer and a financial offer separately.
The technical offer must describe:
? His understanding of the mission
? The content of the training offered
? The methodology for carrying out the mission (preparation of the workshop, conduct of training, writing and transmission of the training report)
? The experiences of the consultant, in particular those similar to the mission
? The detailed planning of the activities of the mission
? The consultant’s curriculum vitae
The financial offer must detail the fees of the trainer and cannot exceed the total cost of 3,000,000 FCFA.
The proposal should not exceed 4 pages.
Selection of the offer
The selection of offers will be made on the basis of the following criteria:
? Quality of the technical proposal (weighting 3)
? Senegalese training institution or member of the consortium (weighting 3)
? Financial proposal – lowest bid (weighting 2)
? Possibility of certification (weighting 1)
The evaluation panel will meet in the week following the receipt of the offers and it will be composed of at least three people including: the project manager (COSPE), the local coordinator, the facilitator of the orientation course.
Counting and evaluation of tenders may be done remotely.

4. CONCLUSIONS
The training should allow young people to have the notions to write their own business plan.
Nevertheless, the expert will provide support in order to provide technical support in the different stages of the business start-up, from the identification of ideas to implementation.
