Position: Technical Program Manager

Sustaining Health Outcomes Through the Private Sector (SHOPS) Plus is USAID’s flagship private sector health initiative. The project seeks to harness the full potential of the private sector and catalyze public-private engagement to improve health outcomes in the areas of family planning, HIV/AIDS, maternal and child health and other areas of health. SHOPS Plus supports USAID/Senegal’s development objective of improving the health status of the Senegalese population by increasing demand for private sector products and services, increasing access and availability of products and quality private sector services and improving private sector management. SHOPS Plus Senegal is looking for a Technical Program Manager to ensure the technical supervision of the activities of SHOPS Plus partners and the coordination of collaboration with the main public actors. The Technical Program Manager ensures that the SHOPS Plus project team provides high quality technical products and services, delivers the required results and uses resources efficiently for the success of the project.

Specific responsibilities include:

• Assist the Project Manager in overseeing the technical quality of partners’ social marketing and service delivery interventions, overseeing day-to-day execution of activities, budgets and progress against targets;
• Support the project manager by overseeing the implementation of technical activities while ensuring the technical and programmatic coordination of all SHOPS Plus activities with the departments and divisions of the Ministry of Health that are directly involved in the project in order to ensure their participation for a successful implementation of the project;
• Monitor the progress of the project against the objectives set in the annual work plans, identify challenges / bottlenecks in the implementation of activities and address challenges on an ongoing basis;
• Work with the Project Manager to provide management and budgetary control for the implementation of the SHOPS Plus project to ensure that all activities are carried out within the agreed time frame and budget.
• Assist the Project Manager in managing the technical staff of the project, including identifying additional resources, ensuring the proper functioning of SHOPS Plus;
• Contribute to the review and submission of quarterly reports, annual reports and other deliverables.

Qualifications:

• Demonstrated technical expertise and experience in service delivery and/or social marketing, preferred experience in the private health sector in Senegal;
• Strong project management skills, including overseeing day-to-day activities and budget execution;
• Strong team and resource management skills, including organization, planning and monitoring;
• Fluent written and spoken French required and proficiency in English preferred;
• Ability to coordinate between multiple and key stakeholders, particularly within the MSAS;
• Minimum level of education and professional experience: master’s degree in public health, business administration or other relevant field. At least ten (10) years of relevant experience.
