ACF recruits 01 Country Director
Action Against Hunger is an international, non-governmental, private, non-political, non-denominational and non-profit humanitarian organization. Action Against Hunger was founded in 1979 to intervene all over the world. Its mission is to fight against hunger, misery and against dangerous situations threatening men, women and children. Currently, 500 collaborators and more than 5,000 employees work for Action contre La Faim in more than forty-six countries, and in four areas of action: health / nutrition, food security and livelihoods, and water / sanitation.
MAIN OBJECTIVE
The Country Director (DP) is the official and legal representative of ACF in Mauritania. He/She works under the responsibility of the “West Africa” geographical manager based in Madrid. Together, they set the strategic direction and jointly monitor its development.
The DP is ultimately accountable at the mission level for good stewardship and seeks resources to achieve strategic objectives. Through his leadership, the DP motivates his team, anticipates and manages conflicts; encourages innovative approaches; supervises the coordination team; represents ACF in front of stakeholders, communicates and informs about the strategy of the mission (operations, techniques, finances, HR, logistics and communications) and liaises with headquarters. The DP is the backbone of the teams deployed in the field and ensures the proper application of ACF’s mandate and principles and values.
SPECIFIC OBJECTIVES
A. STRATEGIC VISION OF THE MISSION
Mission strategy:
- Define, in coordination with the teams and headquarters, Action Against Hunger Mauritania’s intervention strategy, in accordance with the mandate, the ACF-IN regional strategy in West Africa, the general ACF-E strategy, the ACF-IN international strategy and the political framework of the organization
- Carry out permanent monitoring of the intervention context and centralize decision-making on the strategic orientations necessary to achieve headquarters objectives if necessary;
- Define with headquarters the organization chart of the mission and the allocation of resources in line with the strategic objectives defined and the means available
Search for funding:
- Search for new sources of funding, including non-traditional donors (public and private). Development of donor mapping in Mauritania and establishment of relations with new donors
- Improve the external communication of our interventions on the basis of better capitalization and ongoing advocacy activities.
- Ensure the active participation of ACF, at national and regional level if necessary, in sectoral platforms, national coordination meetings and strategic working groups in conjunction with the Country Director
Security :
- Monitor the political and humanitarian situation in the country (information and mutual analysis with the rest of the team and in particular with the Heads of Base, if there are any)
- Analyze the security risks of the mission and adapt the operation and internal measures of the mission to the security situation
- Define, with the support of the logistics department and key people, security standards and procedures in the mission
B. REPRESENTATION
- Follow the correct registration of the organization and compliance with legal obligations in the country. : among other things, framework agreements allowing work and travel in the country, monitoring of general relations between civil society and the government, implementation of the orientations and actions necessary for the good work of the organization in the country
- Develop, manage and monitor strategic and operational partnerships;
- Maintaining and guiding the “positioning” of the organization in the country, (participation in various meetings with donors, partners, ministries, etc. and ability to position the organization in its technical and operational challenges)
C. MANAGEMENT
Mission management
- Ensure the proper operational and financial management of the mission, in collaboration with its team and headquarters
- Ensure the control and application of ACF procedures and donor procedures in all aspects of the mission (logistics, technical, finance, human resources, operations, communications, training, visibility)
- Ensure compliance with the principles and values of ACF, particularly with regard to the code of conduct and the fight against fraud, corruption, abuse of power and other bad practices.
Team coordination
- Ensure the internal communication of the mission, supporting the role of managers: organization of regular team meetings at national level and disseminate the mission strategy within the team and guide them
- Ensure the validation of reports and proposals on time
Human resources and training
- Define with headquarters the necessary team / organizational chart to achieve the objectives set
- Support to Heads of Department and Project Managers for the management of their team, organization and HR monitoring and evaluation. Identifying problems and implementing solutions
- Assess the skills of base managers and coordinators;
