THE BANK :
Founded in 1964, the African Development Bank is the premier pan-African development institution, working for economic growth and social progress in Africa. The Bank’s development program aims to provide financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. To better focus on the objectives of the Ten-Year Strategy (2013-2022) and achieve greater development impact, five main areas (High 5) in which efforts should be intensified have been defined, namely: energy, agro-industry, industrialization, integration and improvement of the quality of life of African populations.
THE COMPLEX :
The Vice Presidency for Private Sector, Infrastructure and Industrialization is central to the Bank’s mission to develop the private sector, improve infrastructure, and accelerate industrialization. The Complex’s main mission is to: (i) strengthen the enabling environment for private sector (and financial sector) development by promoting inclusive growth and sustainable development; (ii) support the development of reliable and sustainable infrastructure, including cities and urban planning; and (iii) strengthening action on industrial and trade performance for structural transformation in Africa. The Complex leverages knowledge, co-financing and partnerships to attract private capital and work with governments to deliver the Bank’s development agenda.
THE DEPARTMENT THAT RECRUITS:
The role of the Infrastructure and Urban Development Department is to promote infrastructure and urban development in Africa through appropriate policies and strategies, as well as interventions in projects and programs, which the Bank could finance on a national basis, regional or continental.
THE POST :
The Chief Operations Coordinator will provide support in the coordination of the Department’s operational work program, lending program and economic and sector work. The incumbent will work closely with the Director and Division Managers and provide technical support. He/she will participate in the budget preparation process and the production of the budget framework document. The incumbent will also provide support to Project Managers in the implementation of projects and on procurement issues for consultancy services. He/she will also coordinate the activities of the department.
Duties and Responsibilities
Under the general direction and supervision of the Director of Infrastructure and Urban Development Department, the Senior Operations Coordinator will perform the following duties and responsibilities:
Provide support to the Infrastructure and Urban Development Department in the establishment of respective work programs, loan programs and harmonize the implementation of said programs with operational priorities;
Report to the Director on the progress of the program of activities and identify critical areas that deserve particular support and make recommendations, if necessary;
Produce reports and statistics relating to the execution of the work program;
Implement and ensure compliance with budget procedures and guidelines;
Contribute to the coordination and implementation of activities and programs, performance monitoring and budgeting of the department;
Coordinate the budget submission and implementation process of key performance indicators and their alignment with the Bank’s operational priorities;
Participate in the preparation of the monthly report on key performance indicators and ensure the coordination of the department’s contribution to the preparation of the quarterly institutional report by the department in charge of programming and budget;
Represent the department at internal Bank events to strengthen collaboration and knowledge sharing;
Act as secretary at meetings of the management team (DMT);
Perform any other duties that may be entrusted to him by the Director.
Selection criteria
Hold at least a Master’s degree or an equivalent degree in statistics, economics, business administration or a related discipline with a solid background in quantitative methods;
Justify at least six (6) years of relevant professional experience acquired in an operational department; proven experience in portfolio performance management and/or performance and budget monitoring would be an asset;
Demonstrate strong knowledge of the operational policies, procedures and review processes of Multilateral Development Banks (MDBs) or other development agencies;
Have a good understanding of the MDB project cycle;
Master the use of statistical tools;
Work closely with the management team in managing critical areas or issues related to the execution of work programs;
Have a customer and results orientation, while possessing strong analytical skills, sense of accuracy and attention to detail;
Possess excellent teamwork skills and be able to interact effectively with staff members at all levels;
Be able to work under pressure and provide quality services in a timely manner;
Ability to work independently with minimal supervision and be part of a multicultural team;
Be able to communicate effectively (written and oral) in English or French, preferably with a good working knowledge of the other language;
Serve as the focal point of the department in several areas;
Have communication skills (written and oral) in English or French with a good knowledge of the second language;
Know how to use the Bank’s current software (Word, Excel, Access, PowerPoint); knowledge of SAP and BPPS would be an asset.
