Since its creation in 2009, ALIMA has treated more than 4 million patients, and today deploys its operations in 11 African countries. In 2018, we developed 41 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics and extreme poverty. All of these projects are carried out in support of the national health authorities through nearly 330 health structures (including 28 hospitals and 300 health centers). We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from the expertise where it is, whether in their country or the rest of the world. In addition, to improve the humanitarian response, we conduct operational and clinical research projects, particularly in the field of the fight against malnutrition and viral hemorrhagic fevers.

MAIN MISSIONS AND ACTIVITIES
PURPOSE OF THE POSITION
The implementation of ALIMA’s security and safety policy and procedures across the country and ensuring their compliance by all staff. Continuous monitoring of the context and real-time assessment of the threats and risks arising from it by providing advice on good practices that would reduce these risks. Its role is to ensure that the appropriate people have the information and advice necessary for the security of ALIMA staff, property and operations in Burkina Faso. This implies knowledge of security and geopolitical issues, the dynamics of all politico-civilian-military actors in the region, the creation and maintenance of networking with all these actors.
The field of application will be on the one hand the work in close collaboration with the projects in the expertise, the advice and the follow-up of the implementation of the policy and the procedures of safety and security ALIMA, the projects being first actors in this implementation and on the other hand, the complete management of security at capital and country level including personnel (radiop, guards) and equipment (GSM, satphones, HF, VHF, etc.) in connection with security.
MAIN RESPONSIBILITIES
– Collect and analyze security-related information from various local, regional and international media sources
– Create, develop and maintain a network of contacts and contact lists at country and regional level
– Build relationships and collect information from actors such as NGOs, INSO, OCHA, UNDSS, UN Agencies, Civil Society, Government, Armed Groups, Militias, population, etc.
– Ability to collect, analyze and interpret security-related data from various local, regional and international media sources
– Produce reports on contextual and security analysis
– Ensure the development, implementation and updating of contingency plans, security and safety policies and procedures and make them a standard on all ALIMA bases.
– Ensure that all new staff or visitors are briefed on security within 24 hours of their arrival in the mission
– Document, communicate and ensure the consistency of security incident reports produced by the teams
– Assess existing mechanisms and practices
– Develop and adapt standardized security tools
– Advise logistics on good practices and ensure the necessary information is transmitted so that the safety of movements on the ground is ensured
– Develop and update security and contingency plans for all ALIMA bases in Burkina Faso.
– If necessary, assess the security situation of the new operational areas that ALIMA would have to open and make recommendations to the head of mission for his decision-making
– Document, record and visualize security incidents with an analysis of trends at the national and regional level and share them with the members of the coordination of the capital and the projects Represent ALIMA in all meetings relating to security and make a restitution to the chief mission
– Train staff in security
The list of tasks is not exhaustive. The Security Advisor may be called upon to perform other tasks depending on the needs of the project.

TERMS
Duration and type of contract:
CDD Terrain, contract under French law, 6 to 12 months, (renewable)
Starting position: as soon as possible
Salary: according to experience + per diem
ALIMA supports:
– Travel costs between the country of origin of the expatriate and the place of mission
– Accommodation costs
– 2.08 days off per month
– Daily per diem
– Medical coverage from the first day of contract to one month after the date of departure from the country of mission for the employee and his dependents
– The break policy every 3 months (for 6 months of mission)
– Evacuation for the employee and his dependents
