ARREC recruits 01 Junior Legal Expert
The ECOWAS Regional Electricity Regulatory Authority (ERERA) is a specialized institution of ECOWAS created in January 2008 by the Conference of Heads of State and Government of ECOWAS whose main missions are to regulate cross-border electricity exchanges, create an enabling investment environment for regional energy projects and provide technical support to national electricity sector regulators in ECOWAS Member States.
ERERA has developed a five-year program of activities based on its strategic plan for the implementation of which it has obtained the support of several financial partners, in particular the European Union (EU) and the United States Agency for International Development (USAID). One of the main components of the technical assistance programs concluded with these two partners includes the recruitment of additional staff to strengthen the operational capacity of ERERA. To this end, and in order to support its pool of experts responsible for ensuring the effectiveness of regulation, ERERA is recruiting competent and qualified people with the ability to work as a team on complex projects, to conduct research and prepare technical reports.

West African States (ECOWAS) are invited to submit their applications for the following vacancies at the ECOWAS Regional Electricity Regulatory Authority (ERERA) at its headquarters in Accra , Republic of Ghana:
5. POSITION: JUNIOR LEGAL EXPERT
GRADE: P2/P3
ANNUAL SALARY: (UA 42,916.53/USD 67,713.70) TO (UA 49,106.81/USD 77,480.72)
STATUS: CONTRACTUAL
DURATION: Two (02) years
Functions
Under the supervision of the Senior Legal Expert, he/she will assist in the management of legal issues and licenses relating, among others, to:
Analysis of existing cross-border electricity exchange contracts or in preparation and their implementation.
Revision and drafting of cross-border electricity exchange contracts.
Reviewing and drafting rules and procedures for the regional electricity market, as well as monitoring their application.
Advise on dispute resolution and enforcement procedures relating to regional electricity market regulation
Follow the execution of the administrative and legal missions of ERERA
Analyze and provide legal opinions on any legal matter relating to ERERA
Revision and drafting of legal texts and ERERA agreements
Advise on legal proceedings initiated by or against ERERA
Manage the legal document retention system and safeguard all ERERA legal and confidential documents
Ensure and monitor the processing of licenses and permits
Any other task that may be assigned to him by the hierarchy.
Qualifications / Experience / Skills
Have at least a first degree university degree in Law; a degree in Anglo-Saxon law would be an advantage.
Five (5) years of professional experience in the legal field, of which at least three (3) in the regulation of the energy sector.
Possession of an advanced degree would reduce the required professional experience to three (3) years with a minimum of two (2) years in the energy sector.
Relevant knowledge acquired within an international organization would be an advantage.
Must possess good analytical skills, the ability to use initiative and work in a team, the ability to communicate complex legal opinions and good drafting and report writing skills.
Ability to present sensitive points/positions and prepare reports in a timely manner
Ability to work independently with a high degree of responsibility and with minimal supervision
Experience in regional or international organizations would be an advantage.
Good team spirit and performance oriented; ability to work in a multicultural team.
Must be computer literate and have good interpersonal skills.
Excellent communication (oral, written and presentation) and interpersonal skills (team spirit).
Age
The candidate must be under 50 at the time of recruitment.
Language
Must be fluent in one of the official languages of the ECOWAS Commission, English, French and Portuguese. A working knowledge of one of these other languages would be an advantage.
