The GBV technical assistant of the Multisector Emergency Response Project for vulnerable populations/affected by food and nutritional insecurity and GBV. (Jigi Tugu: Hope Renewed) whose goal is to: “Contribute to strengthening the livelihoods of vulnerable people affected by conflict, food insecurity, protection and gender-based violence (GBV) in the Bandiagara region (Bankass and Kani Bonzon) in central Mali. » is under the supervision of the Project Manager.

He is responsible for the design of strategies/approaches and tools, planning, management, coordination and monitoring and evaluation of the GBV-related activities of the initiative. He/she is responsible for developing the strategy, approaches and tools by promoting the existing fight against GBV (prevention, counseling and referral), drafting plans and activity reports, development and monitoring of the budget related to GBV.

It initiates participatory diagnoses and all actions that facilitate the effective use of approaches/supports for raising awareness, communication for behavior change on GBV.

He is responsible for building the capacities of the team and key stakeholders including orientation, information, awareness and training on the tools/materials developed against GBV. He is responsible for identifying the needs related to the project and providing the necessary support.

He/She will ensure the development of internal synergy (intra-project) with the other components of the project and inter-project with the other projects/initiatives comprising or focusing on the GBV component at CARE and other organizations operating in the area.

It maintains functional collaborative dynamics with all the stakeholders involved in the chain of prevention, holistic management of GBV at the level of the targeted area, at the National level and with the GBV Advisor of CARE WARMU. Ensures CARE’s presence within GBV working groups/clusters to ensure greater visibility of the project and the development of horizontal learning on the theme.

He or she monitors and evaluates the contribution of the GBV component to the achievement of the overall objective of the project. Ill she is responsible for developing, in a participatory manner, the methods, tools and other documents necessary for building the capacities of implementing staff and partner women’s organizations on GBV.

He/she will share with the rest of the project team the experiences gained (difficulties, successes, proposals, reorientations) in the implementation of the project.

ROLE AND RESPONSIBILITIES

Role 1.

Responsibility: Ensure the design, planning and coordination of activities related to GBV (30%)

Ensure the design, planning, coordination, monitoring and evaluation of project activities relating to GBV

Design, plan and coordinate information, training and awareness-raising activities for behavior change on GBV within the framework of the Project

Validate with women, partner organizations and other key stakeholders including traditional and modern media GBV behavior change communication approaches/materials

Consolidate and intensify the activities of the CCC by evaluating and taking into account the levels of risk (Do no Harm) at the level of the areas of intervention of the project and adjust the planning/approaches accordingly (safe spaces).

Identify, negotiate with other stakeholders (states and CSOs) concerned and active on GBV, beneficial synergies to scale up the effects and impacts of the project

Provide the necessary technical support to the GBV project team in the implementation of activities through a learning process allowing each stakeholder to learn and bring their expertise to the achievement of the assigned objectives

Produce the various reports and other documents related to GBV taking into account lessons learned, success stories, action research activities, the evolution of the context and suggest the required improvements.

Document the approaches and best practices on the use of the guide that have contributed to significantly improving the quality of the project.

Role II.

Responsibility: Monitoring-evaluation, GBV learning on the project (10%)

Monitor the impact of training provided on GBV with grassroots partners and key stakeholders.

Produce the various reports and other documents of the initiative, taking into account the lessons learned and the cases of success in preventing and combating GBV.

Document the best practices and approaches that have contributed to significantly improving the quality of the project in terms of preventing and combating GBV.

Monitor and evaluate strategies, approaches and activities, learn lessons and make the necessary improvements based on lessons, action research activities and on the evolution of the environment in the context of GBV prevention.

Capitalize on and disseminate best practices in GBV prevention.

Develop, in collaboration with the Project Manager team, the TOR in relation to the activities of the initiative (training, studies, evaluation of the Project), participate in the selection of consultants and supervise the consultants in support of the activities of the component.

Monitor the application of training received by staff on GBV, assess gaps and take corrective measures.

Role III:

Responsibility: (30%) Strengthen the capacities of women’s organizations and allied actors to defend the rights and interests of their members with a view to reducing inequalities

Identify the needs for reinforcement on GBV (participatory diagnosis) of staff and key stakeholders for the implementation of the Project

Develop a reinforcement plan and the appropriate tools based on the results of the diagnosis and the

Initiate appropriate actions including design of modules, guides, technical data sheets for building the capacities of key stakeholders (formal training, exchange visit, facilitation/advice support, formative supervision, etc.)

Build the capacities of key actors and targets on GBV and behavior change communication approaches

Implement to close operational capacity gaps

Role IV:

Responsibility: (10%) Other Responsibilities

Participate in project meetings and get-togethers and other mission strategic activities

Participate in the design of new project initiatives and other mission opportunities.

Perform any other task necessary for the smooth running of the project or organization.

Develop and monitor the execution of the annual activity budget with attention to the GBV component and ensure that the activities initiated contribute to the achievement of the effects and impacts of the project

Effectively manage project resources in accordance with donor and CARE procedures and policies.

Promote a communication system that strengthens the partnership and the spirit with the various stakeholders.

Protect and maintain the property and equipment made available to it in good condition

AUTONOMY AND AUTHORITY

The position is supervised by the Project Manager. The incumbent defines his/her priorities and validates them with his/her line supervisor in the annual performance planning process. He/She will propose initiatives aimed at improving the effectiveness of GBV prevention/fighting processes/approaches.

He/She is accountable for the proper functioning of the protection/GBV component of the project, the requirements and commitments expected within the framework of the project. He maintains functional and technical relations with the adviser to the national gender team leader.

WORKING CONDITIONS

The position is based in Sévaré with frequent travel to Bankass and Kani-Bonzon. The incumbent of this position must be able to work independently in difficult areas with some volatility in the security situation, under pressure and outside normal working hours to meet CARE’s deadlines and quality requirements. He must devote at least 50% of his time to the field. He benefits from the advantages associated with his position.

JOB CHARACTERISTICS

The position requires full availability of the candidate and his ability to work in a hostile context in terms of insecurity (regions of Mopti and Bandiagara).

QUALIFICATIONS AND EXPERIENCE

The incumbent of this position must have the following qualifications and professional experience:

Have a Master’s degree or equivalent experience in community development, institutional strengthening, democratic governance and social sciences.

Have at least 5 years of successful experience in the field of GBV and strengthening civil society organizations and local communities,

Have a good knowledge of the texts, laws that govern community organizations and local authorities in Mali,

A good knowledge of texts, laws and conventions in favor of women and children in Mali,

Have the ability to reflect, analyze and design on the theme concerned in a particular way and in general on the components of the project.

Have a good capacity for research and innovation.

Have knowledge of negotiation techniques and the principles of good governance and the promotion of the rights of the most vulnerable as well as Do no Harm.

Have the ability to work, lead and manage adult knowledge and training.

Have a good ability to listen, analyze, Ie sense of criticism and self-criticism.

Have the ability to promote new ideas, develop participatory approaches and make practical applications in the work.

Good computer skills, be familiar with MS Office applications (Word, Excel and Power Point);

Good writing and communication skills in French,

Have a very good practical experience in the field of social and structural analyzes of gender, community mobilization.
