COOPI in Mauritania

COOPI will implement a development program in Mauritania whose objective is to contribute to the structural transformation of the economy through the production of competitive goods and services with higher added value to ensure growth, the creation of qualified and sustainable jobs. as well as increased exports and income. The program will focus on the hides and leather, poultry and gum arabic sectors.

Job Description

The project manager ensures the correct management of the project, in technical, economic, financial terms, the management of human and material resources, with a permanent presence in the field, in compliance with the contract and the project budget, COOPI procedures and those of the funder. It ensures that the results planned by the project are achieved within the budget. He/she reports to the Area Manager at headquarters and to the COOPI Mauritania Head of Mission.

Salary/Compensation range: Proportional training and specific experience

Location: The project manager will be based between Nouakchott and Mbera Refuge Camp.

Responsibilities

Project management and institutional representation

• Schedule and control the progress of the activities provided for in the contract, in collaboration with the project staff;
• Prepare the operational work plan and project documentation regarding possible changes to the initial plan;
• Ensure, in collaboration with the country coordination, that the project monitoring systems are in place and effective; ensure the monitoring of activity indicators;
• Regularly monitor the proper implementation of all activities in the field, with the transmission of information on a periodic basis and as needed;
• Prepare all required technical and financial reports and reports;
• Develop a capitalization report on the experience developed in the project;
• Ensure good institutional relations with the beneficiaries, the project partners, the local authorities and the funder, in collaboration with the country coordination and in compliance with COOPI’s guidelines;
• Ensure the institutional representation of COOPI in provincial humanitarian meetings and at capital level;
• Contribute to identifying needs for writing new projects, at the request of the country coordination;
• Ensure compliance with COOPI and donor procedures in all activities and actions related to the project, operational, administrative, financial or logistical.

Administrative/financial responsibilities

In collaboration with the project administrator:

• Plan the expenses to be incurred;
• Control the consistency of expenditure with the project budget;
• Regularly control the expenses incurred and supervise the accounting and cash management and the project account using COOPI management tools;
• Prepare the purchase plan.

Logistics/Security Responsibilities

• Supervise and organize the proper preparation of the material resources necessary for the execution of the project;
• Ensure the proper management of goods acquired for the project;
• Monitor effective compliance with security procedures by all members of the project/Base team;
• Analyze the security situation in the project intervention area and decide on the actions to be implemented, if necessary, in relation to the security plan.

Human ressources

• Responsible for the selection of project staff;
• Manage the staff assigned to the project, following the work plans of each staff, and developing a team spirit;
• Organize and lead project team coordination meetings;
• Carry out periodic staff evaluations and report to the country coordination.

Candidate Profile

Required qualities

• Degree in disciplines related to development cooperation;
• Experience in sector project management;
• At least 3 years of experience in project management, including at least 1 year as project manager, responsible for a team in the field;
• Excellent knowledge of the project cycle;
• Mastery of EU DEVCO procedures;
• Excellent writing skills and knowledge of the Office package;
• Excellent ability to work in basic conditions and to adapt to life in the field;
• Excellent organizational capacity;
• Flexibility, strong sense of initiative and autonomy in work;
• Excellent ability to work under pressure;
• Excellent ability to work in a team and by objectives;
• Ability to train employees as needed;
• Ability to work in a sensitive and complex political and security context and in a multicultural environment;
• Excellent negotiation and communication skills;
• Excellent command of French, spoken and written; knowledge of English;
• Interest and motivation to work in an NGO respecting its values ​​and principles.

Desired qualities

• Knowledge and experience in writing projects;
• Knowledge and experience in monitoring and evaluation methodology;
• Work experience in Mauritania;
• Previous work experience with COOPI and knowledge of its procedures.
