COOPI in Chad

COOPI has been implementing humanitarian and development actions in Chad since 1994. The first interventions were carried out in the East and South of Chad. With the start of the crisis in Darfur, COOPI gradually strengthened its projects along the border with Sudan and was one of the first NGOs deployed in this area. COOPI then carried out a number of projects in other regions of the country in order to respond to various humanitarian emergencies.

The main current sectors of intervention are: management of malnutrition, maternal and child health (including gender-based violence), food security, natural resource management and local development.

In terms of donors, COOPI works mainly with the delegation of the European Union, ECHO and UN agencies (UNFPA, FAO, WFP, UNICEF).

At present, the COOPI structure in Chad is made up of:

  • an office for coordinating national activities, in N’Djamena;
  • a base in the Dar Sila region, in the east of the country (Goz Beida);
  • a base in the Lac (Bol) region.

Job Context

The post holder will be based in Bol, Lac region, in the COOPI base. She/he will be able to use COOPI logistics equipment according to the provisions of logistics and security coordination. She/He will be required to follow the rules of the country regulations for expatriate staff and the indicated security protocol.

The Lake region is currently in conflict and is infiltrated by Boko-Haram elements. The security rules will therefore be very restrictive and the expatriate will be required to follow them scrupulously. She/he will travel periodically to N’Djamena.

Responsibilities

Guarantee the proper administrative and financial execution of projects in the Bol region by ensuring the supervision of economic, financial and human aspects while respecting the legal framework of the country:

  • Supervise the correct management of the accounting of the projects to which you are assigned in accordance with COOPI procedures and those of donors;
  • Supervise the correct management of project cash flow (cash and bank) and in particular monthly reconciliation (physical and with our accounting software) in collaboration with project managers and the Country administrator;
  • Regular updating of project financial data in accordance with the financial data of the country administration;
  • Check with project managers and present to the country administrator the monthly expenditure forecast aimed at the monthly request for funds;
  • Guarantee the regular updating of accounting and computer accounting instruments for projects in order to enable monitoring and control of expenses;
  • Ensure regular supervision of purchasing and supply operations in accordance with the procurement plan in compliance with the procedures of the lessor and COOPI. Guarantee the control of supporting documents and contracts with suppliers;
  • Guarantee the passage of administrative, accounting and financial instructions between the project manager and between the accounting assistants;
  • Ensure the development of employment and service contracts;
  • Ensure, with the HR manager and project managers, procedures for recruiting and managing local personnel;
  • Ensure payment of employees and service providers;
  • Supervise the administrative management of national project staff in accordance with the country’s Labor Code and COOPI’s HR manual;
  • Supervise and train the national administrative staff assigned to the project in collaboration with the Project Manager and the Country Administrator;
  • Ensure the drafting of interim and final financial reports of the project in collaboration with the Project Manager and under the supervision of the Country Administrator;
  • Ensure the preparation of documentation for project audits in collaboration with the Project Manager and under the supervision of the Country Administrator;
  • Ensure the electronic archiving of administrative and accounting documents related to the project;
  • And any other task necessary for the proper and timely completion of the projects requested by the country administrator and/or the head of mission.

Candidate Profile

Essential

  • University education in management, finance and/or human resources (min Bac+4);
  • Solid experience in financial management of NGOs minimum 3 years and team management;
  • Very good editorial, organizational and initiative skills;
  • Excellent knowledge of MS Office package;
  • Mastery of French essential;
  • Mastery of main donor procedures (ECHO, UNHCR, UNICEF, COOP CH etc.);
  • Love meticulous work and have a concern for quality;
  • Autonomy in the management of priorities, you know how to make decisions in an emergency, and establish a relationship of trust with your interlocutors;
  • Ability to motivate and support national teams;
  • Excellent stress management, ability to adapt to a multicultural and difficult environment;
  • Respect for COOPI values/mission;
  • Knowledge and experience of monitoring and evaluation methodologies essential.

Supplements

  • Work experience in French-speaking African countries or in Chad;
  • Previous experience with COOPI and knowledge of its procedures.
