Counterpart International is an American NGO working in the international development sector with an annual portfolio of over $65 million funded primarily by donors such as the United States Agency for International Development (USAID) and the United States Department of Agriculture (USDA).
Counterpart International, through its partners, works for more open and participatory governance, community access to education, protection of natural resources, resilience to climate change and improved livelihoods. It currently implements more than 25 programs in 22 countries and employs nearly 500 people worldwide.
In Senegal, Counterpart International has been implementing since 2001, among other things, an integrated school feeding and nutrition project entitled “Food for Education and Child Nutrition McGovern-Dole” funded by the United States Department of Agriculture States (USDA), Sukaabe Janngo (Children of tomorrow) (2018 – a complementary project to support local purchases of food products entitled TACSS (Transition des Cantines Scolaires au Sénégal), which will be implemented in the region of Saint- Louis.
SUMMARY :
Counterpart International is recruiting a Construction Officer for its Food for Education programs in Senegal and McGovern-Dole funded local procurement programs funded by USDA and McGovern-Dole in Senegal. With the support and under the supervision of the Resident Representative, he/she will work closely and in synergy with the Program Manager in the daily implementation of the field activities of McGovern Dole and LRP.
This position is based in the St. Louis area.
MISSIONS AND RESPONSIBILITIES
Activities:
Under the direct supervision of the Resident Representative, the Construction officer will be responsible for:
• To prepare and develop the terms of reference relating to
road ‘study, formality or prior administrative procedure and/or activity of construction or rehabilitation of basic community infrastructure (classrooms, latrines, fence walls, borehole, store, shed, collection or assembly center, unit of manufacturing or packaging, vaccination park, hydraulic or crossing structure, protective dyke, etc.);
• Develop, monitor and evaluate plans and specifications for infrastructure and equipment as part of project activities
• Support the recruitment and monitoring of companies for the construction of infrastructures
• Monitoring and evaluating infrastructure construction works;
• To prepare and develop the terms of reference relating to the acquisition of agricultural and hydraulic equipment for community use;
• Support communities in setting up infrastructure and equipment management bodies (CGE, etc.):
• Support communities in the sustainable use of infrastructure and equipment (support for the maintenance and monitoring of infrastructure and equipment, constitution and monitoring of sinking funds, etc.);
• To ensure the animation, the mobilization and the external follow-up of the communities for a better valorization of the content of the trainings in relation with the persons in charge of the components (post-training follow-up, accompaniment of the relay animators, support for the organization of visits of exchanges and restitutions, etc.);
• To assist the monitoring-evaluation team in the organization of self-evaluation sessions in relation to the beneficiaries of the project.
• To develop and submit periodic activity and monitoring reports giving an update on the progress of the work to the Resident Representative
• Ensuring that work delivery deadlines are met
• All other missions entrusted to the hierarchy
Qualifications and Skills
• Have an engineering degree in civil engineering or any other equivalent degree;
• Have at least 5 years of experience in construction and works supervision
• Justify an experience of at least 03 years in a civil engineering firm, architecture or any other similar structure
• Have a good knowledge of school infrastructure
• Have good listening skills.
• Be able to work under pressure.
• Be result oriented
• Have good command of IT tools and excellent knowledge of construction systems.
• Having knowledge of the NGO environment would be an asset
