Senior Expert Team Leader
JOB SUMMARY
CowaterSogema is currently looking for a Senior Expert Team Leader for its Technical Assistance project, in Chad, in support of the Food and Nutritional Security (FNS) Program, funded by the European Union (EU).
KEY RESPONSIBILITIES
The Technical Assistance Team Leader will perform the following tasks;
support the Ministry of Economy, Development Planning (MEPD) at the central level. The Team Leader will be placed in support of the entire National Coordination team, for the implementation of planning, technical and financial management of program activities, capacity building, coordination of activities between all the stakeholders and entities concerned, the monitoring and reporting system, the dissemination of field information at the central level, communication/visibility and capitalization.
support reflections, strategies, consultation frameworks and actions in the areas of intervention of the program and the sector.
follow up and supervise the 3 main experts, the 3 non-main experts and the specialized short-term expertise, coordinating their activities and work plans, supporting them in their implementation.
ensure that the actions of the team of experts are implemented in accordance with their programming in terms of timetable as well as methodology and results. He must be able to respond promptly and effectively to possible deviations.
assume the role of representative of the holder of the technical assistance contract, with the contracting authority, the project managers and the DUE.
JOB REQUIREMENTS
The Senior Expert Team Leader must meet the minimum required for all of the criteria below. If all criteria are not met, the application will not be considered.
TRAINING:
Qualifications and skills:
Graduate degree of at least Master’s level (BAC+5) in development and international cooperation, development economics, agroeconomics, agronomy, socioeconomics, rural sociology, political science or any other equivalent discipline, or relevant professional experience for a minimum of 12 years if the expert does not have the required academic training. The area of expertise will be that of the management and coordination of development projects/programmes;
General work experience:
The minimum general professional experience required is as follows:
at least 7 years of professional experience in sectors related to the mission: integrated rural development including a link with food and nutrition security;
at least 5 years of professional experience supporting the management, planning and coordination of development projects and programs. Experience in community development and/or local development in sub-Saharan Africa would be an asset;
at least 2 experiences as head of mission (i.e. as coordinator of a multidisciplinary team) in multi-sector projects/programmes, preferably in sub-Saharan Africa (organization of tasks, preparation of terms of reference for short-term expertise, mission management)
?Specific work experience:
The minimum specific professional experience required is as follows:
experience in capacity development in the public and private sector (coaching, training, advisory support, etc.). Institutional analysis, diagnosis of resources would be an asset;
experience of collaboration with decentralized technical services and NGOs in rural areas;
mastery of EDF procedures (administrative, financial and contractual management procedures for EU external cooperation) proven by at least 2 professional experiences in supporting the management of program estimates and grants funded by the EU.
?Essential Skills:
excellent command of the French language, written and oral;
great aptitude for multicultural and multidisciplinary teamwork, coordination, structured work, networking and facilitation
understanding of the national/regional context, institutions, national policies, sectoral strategies for pastoral and rural development;
good teamwork, mediation, consultation and dialogue skills with various actors, oral presentations;
good coordination skills, to manage complexity, to organize meetings or meetings, resilience to stress;
excellent analytical, synthesis, design and drafting skills, in particular for the synthesis of the activity reports of the technical assistance mission and the formulation of projects and terms of reference
knowledge and mastery of tools and means of communication and visibility and good writing skills;
mastery of common computer tools (office automation, internet and messaging);
confirmed capacity as a facilitator as well as a teaching ability to transfer skills;
a successful experience in international institutional strengthening;
a lively and creative mind while ensuring efficient, precise and results-oriented work;
strong work ethic, resilient, dedicated in work, dependable, trustworthy,
communication skills, facilitation of inter-actor dialogue processes and an aptitude for conflict management;
ease of collaboration and team spirit;
A good knowledge of the Project cycle and EU/EDF cooperation policies.
Knowledge of GIS computer tools and project management
Professional experience in the Sahelian zone will be an additional asset
Exercise conditions:
Full-time, based in N’Djamena, at MEPD level but also ensuring a presence in each region. Cumulatively, this duration represents at least one to two months per year. Minimum duration of the mission 750 days.
