Position Title : Human Resources Manager – HRM (Director of Human Resources)

Department : Operations

Band : 9

Immediate supervisor: Head of Operations

Country/place: Mali/Bamako

Job Summary:

You will work in partnership with Catholic Relief Services’ Country Program (CP) leadership team in Mali to provide overall Human Resources (HR) strategic direction for the Country Representation (including sub-offices) to support quality programs that serve poor and vulnerable people. You will analyze and anticipate needs and challenges in HR programs, services and operations in the areas of recruitment, people development, performance management, employee relations, compensation, benefits, orientation/integration, personnel support and personnel administration and you will present solutions for improvement.

Job Responsibilities:

  • Manage HR processes and activities to meet latest agency and donor requirements and standards and legal obligations and reflect best practices.
  • Provide professional HR advice and coaching to managers, employees and partners on day-to-day HR matters, particularly as it relates to recruitment, performance management and employee relations.
  • Effectively manage skills and supervise staff.
  • Manage team dynamics and employee well-being. Coach, strategically adapt individual development plans and manage the performance of directly supervised employees.
  • Conduct training and professional development needs assessment and analysis and ensure delivery of targeted and focused development programs for CRS employees and partners.
  • Ensure staff retention strategies reflect competitive and fair compensation and benefits and a work environment that encourages staff engagement, empowerment through appropriate supervision, and personal and professional growth.
  • Monitor the culture for employee actions to reflect CRS guiding principles that value dignity, diversity, community, and the rights and responsibilities of all employees.
  • Act as CP’s regional contact internally and externally for all HR matters. Represent the organization in forums related to HR management issues to stay abreast of standards, local law and industry best practices and to keep in touch with peers.
  • Oversee record keeping through personnel and/or HRIS records adhering to CRS, donor and local law regulations. As required, provide analytical reports on HR data, metrics and trends to assist in decision-making, planning and staff development.

Training, experience and skills required

Studies and experience

  • Hold a university degree (master’s level) in human resources management, management or business administration required. Master’s degree in HR management, business administration or organizational development desired.
  • Minimum of five years of professional experience in HR, preferably in an international or local NGO, of which at least three in the management of an HR function and good knowledge of best practices and standards in HR.
  • Additional diplomas can replace part of the experience.
  • Experience and proven ability to analyze and interpret employment laws, regulations, policies, principles, concepts and practices. Good knowledge of Malian labor law.
  • Experience in personnel management. Have the ability to manage interprofessional conflicts
  • Proven experience in presenting, facilitating and coaching on HR topics.
  • Experience using MS Office (Excel, Word, PowerPoint, Visio), online conferencing applications and HRIS.
  • Know the basics of general accounting
  • Mastery of the English language

Oversight: Human Resources Officer, Human Resources Assistant

Internal : Senior Management Team (SMT), Frequent contacts with all departments of CRS Mali and the Regional Office, other staff

External : Legal advisers, Partners of counterpart organizations, Representatives of State structures concerned with personnel management
