DSF recruits 01 Country Director / Mozambique
Job Context :
DSF is a French international solidarity NGO working in the field of health and more specifically in the field of pain management and palliative care. The association’s head office, located at the Lariboisière hospital in Paris, has a permanent team of 6 people (employees and volunteers). The leaders of the association are mostly health professionals. A network of specialized health professionals (doctors, nurses, psychologists, child psychiatrists, etc.) voluntarily carry out expert missions within the framework of training and technical support for the various programs (Program Directors).
In Mozambique, DSF has set itself the objective since 1996 of improving the management of pain and suffering of populations, as well as the practice of palliative care, by strengthening skills and coordination mechanisms between actors. institutions and civil society. Its activities revolve around actions in Psychological and Psychosocial Support for children in difficulty and Inclusive Education and Health.
Job description:
Under the authority of the General Coordinator, and in collaboration with the DSF Program Director, the National Director is responsible for the proper functioning and development of the mission.
He/She is responsible for the proper functioning of the mission and the implementation of the project in the Gaza Province.
He/She ensures the proper functioning of the administration and the proper management of mission funds and human resources.
He/She proposes, depending on the geopolitical, humanitarian, economic and social context, the mission strategy and ensures its implementation once validated. Thus, depending on the needs identified, he/she proposes new interventions and avenues for developing the mission.
He/She controls and guarantees that the projects are carried out in accordance with the strategy defined by DSF, in compliance with internal and contractual procedures.
He/She mobilizes the material and financial resources necessary for the proper conduct of the programs, their development and supervises their management.
He/She coordinates the teams in place (local and expatriate or salaried and volunteer on mission), he/she is responsible for their safety on the mission.
He/She is the direct and privileged interlocutor of the head office of DSF and its partners.
Main objectives of the position:
1. Operational Coordination, Orientation and Strategic Development:
-Responsible for the implementation, development and monitoring of the project in the province of Gaza.
-Monitor and analyze the humanitarian, political, cultural, social, economic context, and information related to the theme of intervention;
– Propose and develop operational strategies in line with the association’s policies and the needs in the field; Initiate, organize and prepare the strategy of the mission, in coordination with the field teams and the headquarters;
-Analyze/assess needs, define and propose the development of new projects to be undertaken; write proposals for financial partners;
-Guarantee the coordination, development, monitoring and evaluation of programs implemented on the mission (achievement of objectives, monitoring of indicators, compliance with schedules, budget monitoring, contractual reporting, etc.);
-Alert headquarters in the event that program implementation discrepancies are identified and propose adjustments (activities, area of intervention, budget, implementation schedule, etc.)
-Ensure the relevance, quality and consistency of the programs implemented;
-Ensure that the programs are carried out in compliance with the defined operational strategy, DSF’s technical requirements and donor criteria.
2. Financial and logistical management
– Propose the human, financial and logistical dimensioning of the mission as well as its organization;
– Ensure the mobilization of the financial resources and the means necessary for the accomplishment of the projects and guarantee their proper use;
-Ensure the management and monitoring of all budgets and guarantee the proper use of funds in accordance with the financing contracts
-Ensure the implementation and compliance with administrative, financial, accounting and logistical procedures (DSF and donors) of the mission;
-Develop new budgets related to project proposals
-Prepare financial reports and support project-related audits
– Set up a purchasing circuit and the related documents and train the different people in its use
– Supervise the logistician in the realization of the purchases of the project and in the logistic management of the activities.
3. Human Resources Management
-Define HR tools (organization chart, profiles, rules of procedure, contracts, etc.) and submit them for validation to headquarters.
– Supervise the teams (briefing/debriefing, objectives, monitoring, evaluation, training, etc.);
-Build and maintain a team dynamic allowing the successful achievement of DSF’s objectives in the country;
-Finalize and implement a new salary grid and Internal Regulations in line with local legislation
-Coordinate all recruitments carried out on the mission
-Capitalize training needs and participate in the implementation of training for national employees
-Ensure compliance with the rules, laws of the country and internal procedures;
4.Accounting and administrative management
-Centralize and check the accounts of the mission
– Supervise the expenses and the maintenance of all the cash registers of the mission
-Ensure proper archiving of accounting and administrative documents
-Manage all mission cash and prepare cash requests for headquarters
– Train the administrative teams in the proper application of all internal procedures
– Ensure the follow-up of legal files, in conjunction with the legal advisor
5. Security
– Be responsible for the security of teams and assets on the mission, under the supervision of headquarters;
-Ensure that DSF security management procedures and formats are up-to-date and in place on the mission and that the teams are informed of them;
– Ensure the immediate management of security incidents that may occur on the mission and immediately notify the headquarters.
6. Donor relations / Fundraising
-Monitor and analyze donor strategies, assess new potential donors;
– Actively participate in the search for funding and ensure the financial stability of the mission;
-Strengthen relations between DSF and donor representatives in the country of intervention.
7. Communication and Representation
– Ensure internal and external communication;
-Ensure compliance with deadlines and the quality of mission documents;
– Regularly organize coordination meetings; Ensure that key operational, organizational information, etc. circulates correctly on the mission, mission/head office;
– Be the official representative of Douleurs Sans Frontières in the country with partners, donors, administrative, political and local authorities, civil society and the media;
– Be an active participant in humanitarian forums and relevant coordination meetings.
PROFILE
University level or equivalent by experience:
– Good knowledge of humanitarian aid and/or development
– Management of international solidarity projects
– Financial and administrative management
-Full university diplomas (original grades and diplomas) – to obtain a Mozambican diploma equivalence
Required skills and experience:
Practical experience of 3 years, including field experience, in the field of humanitarian cooperation
Experience in the same type of position;

Status: VSI – Indemnity + Per Diem
Are supported by the NGO: a housing package in Maputo, plane ticket, insurance.
City : Maputo and Xai Xai – Sharing of working time between the two areas; stays in Gaza Province and in the rest of the country to be planned
Housing on Xai-Xai in house/office.
LANGUAGES : Fluency in French – Portuguese essential
Failing that, English or Spanish essential.
Duration of position: 1 year renewable.
Starting position mid-September (administrative procedures for obtaining a visa to be validated at the end of August)
