The Coopération Atlantique Guinée 44 association has been involved in the Republic of Guinea for almost 25 years. It conducts development projects in the following three areas of intervention:

  • Water, sanitation and waste
  • Agriculture and Environment
  • Youth and socio-professional integration

The association conducts its projects using a local and multi-actor development approach, which leads it to develop partnerships with local authorities, civil society organizations (associations, professional organizations, SMEs). The projects carried out have a dual purpose:

  • Improve the living conditions of the populations it works with;
  • Strengthen the autonomy of local actors.

Missions and responsibilities

The PAF coordinator is placed under the hierarchical responsibility of the Country Representative. He/she works in conjunction with the coordination team (Pole Coordinator(s) and Country Representative). He/she supervises and supervises the Accounting and Personnel Management Manager and the Logistician.

His position is organized around 4 main missions.

Mission 1: Financial and accounting management

Supervise and control the monthly accounts

  • Perform unannounced cash checks
  • Oversee the preparation of monthly cash requests
  • Ensure compliance with the Guinea 44 procedural manual (in particular the expenditure commitment procedure)
  • Train and educate teams on compliance with Guinea 44 procedures (in particular the expenditure commitment procedure)
  • Contribute to the preparation and monitoring of structure and project budgets in Guinea
  • Ensure compliance with reporting deadlines vis-à-vis headquarters and donors
  • Check all contracts binding the association (partnership, service provision, etc.) before signature by the Country Representative
  • In close coordination with the RAF in Nantes, carry out on-site checks in order to verify the veracity of the supporting documents provided (Check of market prices, check of logbooks, verification information supplier…)
  • Inform the RAF in Nantes in the event of suspected fraud

Mission 2: Human resources managements

  • Supervise the administrative management of the personnel
  • Manage the recruitment process
  • Organize the staff appraisal process
  • Coordinate the development of the staff training plan
  • Contribute to the development of the association’s HR policies in Guinea (salary policy, evaluation, recruitment, training, etc.)

Mission 3: Logistics Management

  • Oversee the management of vehicles, buildings, equipment and purchases
  • Ensure compliance with the purchasing procedure
  • Coordinate the development of a procurement plan specific to each project

Mission 4: Coordination of the pole

  • Supervise, animate and evaluate the PAF team
  • Ensure the promotion of the members of his team by proposing individual training plans
  • Follow the progress of the annual action plan of each department
  • Interact and facilitate work between PAF teams and project teams
  • Ensure permanence in the absence of the Accounting and Personnel Management Manager and/or the Logistician
City Kindia
Candidate’s experience / training
  • Higher diploma in financial management / administration or Minimum Bac +4 related to humanitarian professions
  • At least 1 year of significant experience in a similar position preferably in an NGO.
  • Very good command of Excel, Word
  • Adaptability
  • Developed organizational and administrative skills (definition of priorities, delegation, training)
  • Rigor
  • Open-minded / Good interpersonal skills, including in an intercultural environment
  • Ability to support a team and strengthen its skills
