About HELP:

Help – Hilfe zur Selbsthilfe is a German non-profit humanitarian and development organization that is now active worldwide. Our Infrastructure Engineer actions focus on emergency aid, refugee assistance, economic recovery, reconstruction and rehabilitation. Help – Hilfe zur Selbsthilfe also works in the areas of health, nutrition and advocacy. Present in Mali since November 2013, the NGO Help – Hilfe zur Selbsthilfe intervenes in Mali in the areas of economic recovery, health-nutrition, food security and WASH (Water, Hygiene and Sanitation).

Purpose of the position:

Under the direct supervision of the Infrastructure Engineer Officer, the infrastructure technicians will have the main responsibility of supervising the rehabilitation and construction work of water and sanitation infrastructure at the community level on the ground and strict compliance with plans and prescriptions. techniques submitted to companies, monitoring and quality control of the work.

Responsibilities

  • Participates in the identification and diagnosis of WaSH infrastructures to be rehabilitated;
  • Responsible for the quality of work in the field;
  • Ensures proper preparation and monitoring of project implementation in the field;
  • Ensures the involvement of the community and authorities in the project implementation process;
  • Alerts the hierarchical superior in the event of a risky situation observed for the community and cases of complications in the work;
  • Supervises and is present in the field during drilling and drilling pumping tests;
  • Is required to obtain all the characteristics of the works carried out/rehabilitated by Help;
  • Supports the Social Intermediation and Accountability Officer in his tasks;
  • Participates in the establishment or revitalization and training of water point management committees;
  • Participates in the supervision and evaluation of villages monitored in CLTS;
  • Supervises the activities of the partner NGO in the field;
  • Participates in the identification and training of village masons;
  • Informs the Infrastructure Officer of the progress of the work and of any incidents related to safety and the work;
  • Participates in work launch/handover meetings with companies after signing contracts or service orders;
  • Supervises and strengthens the capacity of the construction team (Companies);
  • Organize monthly site meetings;
  • Participates in the drafting of the monthly activity report;
  • Available to carry out all other tasks related to his profile.

Required profile

  • Have a higher technician diploma (or Bac +3) in hydrogeology, hydraulics, water sciences, civil engineering or any other equivalent field in the monitoring and control of water and sanitation works;
  • Minimum experience of 2 years in monitoring and controls of water, hygiene and sanitation infrastructure works, in support, advisory support to rural communities within a national or international organization;
  • Experience and knowledge of the CLTS approach;
  • Experience working in an unstable context or in an unsafe environment;
  • Having worked in a similar project in the northern regions of Mali is an asset;
  • Autonomy, integrity, proactivity, flexibility, empathy, high sense of organization, constructive relationships and planning;
  • Knowledge of IT tools, particularly standard software (Word, Excel and Power Point) and other drawing software such as Autocad is an asset.
  • Able to work under pressure,
  • Able to work in a multi-sector environment;
  • Endurance in the field (many missions);
  • Fluency in French is mandatory and knowledge of the main local languages ​​of the area is important.
