Since the organization was first founded in 1982, we have set up development programs in more than 55 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

BACKGROUND:

Handicap International (HI) started its activities in Iraq in 1991.

HI currently has 4 offices in Iraq:
– Erbil coordination office
– Kirkuk field office (Sub-office in Kalar)
– Mosul field office
– Baghdad office

HI’s strategy in Iraq for 2017-2019 includes 3 main components:
– Arms Risk Reduction: Including Risk Education and Land release
– Health: Physical and psychological rehabilitation
– Inclusive access to essential services

In Kirkuk governorate, HI launched an emergency intervention in August 2015. HI’s current activities in Kirkuk include:
• Non-Technical Survey (NTS) & clearance of improvised explosive devices (IEDs) and explosive remnants of wars (ERW) in contaminated areas
• Direct risk education on ERW and IEDs for IDPs, returnees and vulnerable populations;
• Physical Rehabilitation for conflict-affected persons with injuries and functional limitations in both the camps and host communities
• Psychosocial support for conflict-affected persons and their families in both the camps and host communities;
• Support to a local rehabilitation center, through donations of equipment and consumables and through trainings;
• Disability Inclusion mainstreaming among other actors
• Support to civil society and specifically disabled person organization

With the steady positive evolution of the security context in Kirkuk governorate and specifically in Hawija district, HI has been able to launch several activities in Hawija from October 2018 such as psychosocial activities (direct intervention + training of practitioners), physical rehabilitation services, mine risk education and collaboration with a large consortium of other NGOs on inclusion and support to civil society.

YOUR MISSION:

Under the line-management of the Field Coordinator, the Project Manager main responsibilities will be:

– To ensure efficient implementation and quality of the Victim Assistance and Risk Education activities, including operational, financial and logistical aspects of the project.
– To manage and support the project officers (directly) and field teams (indirectly).
– To ensure clear and timely reporting on activities.
– Ensure ongoing monitoring and evaluation
– Ensure internal and external coordination
– Participate in the development of new projects when needed.

YOUR PROFILE:

Qualifications:
• A Bachelor degree in International Relations, Humanitarian Project Management, Health Economics, Middle Eastern Studies, Social or Health Sciences or a relevant subject, is mandatory
• A Master’s degree in any of these fields is a strong asset.

Experience:
• At least 4 years of professional experience in humanitarian / emergency contexts
• At least 2 years of professional experience of project management
• Previous experience managing large humanitarian projects in challenging environments and/or living in hardship locations.
• Previous experience of implementing at least one of the project sectors: Rehabilitation, Psychosocial support, Risk Education.
• Previous experience in Iraq or in another Middle Eastern country is a strong asset

Skills:
• Previous coordination experience with healthcare facilities, local authorities, INGOs and clusters is a strong asset
• Experience providing training in NGO is essential, having worked in a post-crisis or development context is an asset
• Understanding of humanitarian coordination and the protection sector is necessary, experience of disability, emergency and development is an asset
• Mandatory English (oral and written), any local language would be an asset
• Excellent writing skills

• Ability to work under pressure and without constant supervision
• Excellent responsiveness and flexibility
• Capacity to organize s/her work, and manage priorities
• Strong interpersonal and intercultural skills
• Emotional ability to work under unstable security situation
• Good team member and keen to participatory approach
• Creativity

TERMS:

• Starting date: September 2019
• Length of contract: 1 year
• Salary starting from 2214 € (gross) / month, adjusted regarding the experience of the candidate
• Perdiem: €510.57 (net)
• Hardship allowance: €500 (net)
• Insurances: medical hearth coverage, retirement planning, repatriation
• Paid holidays: 25 days per year
• R&R: 5 days every 3 months
• Status: unaccompanied position
• Housing: collective housing fully covered by HI
