The IECD is recruiting 01 Hotel and Restaurant Program Coordinator
The European Institute for Cooperation and Development (IECD), an international solidarity organization created in 1988, implements economic and human development projects in fifteen countries, in partnership with local institutions, enabling young people and people in precarious situations to access decent jobs. and sustainable, in a quality educational and health environment. More than 30 years of experience in the fields of education, vocational training and access to employment for young people have enabled the IECD to develop real know-how at the service of the most vulnerable people. .
The Institute operates in 15 countries, 4 geographical areas (Middle East, North Africa, Sub-Saharan Africa/Madagascar and South-East Asia), and is structured around flagship programs and a proven service offer over more than 60 projects.
The vision of the IECD and the EFIP cluster is to offer young people quality training in promising professions, linked to the labor market. The service offer of the EFIP cluster includes the study of employment areas, the creation and/or renovation of training benchmarks, support for schools, training of trainers, putting in contact between the actors of the vocational training (companies, schools, ministries), support and monitoring of the integration of young people (impact studies, post-training support, etc.).
Within the division, the training program for hotel and catering professions is currently deployed in 4 countries (Madagascar, Thailand, Vietnam, Myanmar). It includes support for the management of 4 hotel and catering schools, the development of 2 social enterprises for training in bakery and pastry, and the running of a network of 15 hotel and catering training centers in South Asia. South East. The IECD is also preparing the development of new projects, with opportunity and feasibility studies to be conducted in 2019.
YOUR MISSION
The program coordinator ensures the thematic and financial coordination of the program and its development, in close collaboration with the project managers and technical assistants based in the field.
1/ Development of the program
- Participate in the strategic reflection on the short, medium and long-term vision of the program
- Implement the development of the program (planning of projects over the next few years)
- Carry out or coordinate opportunity and feasibility studies
- Support field teams when launching new projects
- Contribute to the modeling of the program offer / service offer
2/ Quality and methodology of the program
- Pool & capitalize experiences, methodologies (tools) and know-how between different countries
- Animate exchanges and sharing of experiences (seminar, integration course, etc.) within the program
- Manage the development and improvement of content (training systems, tools, reference systems, evaluation grids, etc.)
- Ensure ownership of the methodology and content of service offers: training of project teams, local partners and regular support for project managers in the field
- Identify, mobilize and mentor experts as needed
- Manage the impact measurement of projects and training
- Ensure thematic watch
3/ Program monitoring and support for operational teams
- Carry out regular remote monitoring and evaluation and ad hoc monitoring missions in the field
- Support project managers in the operational implementation of the thematic part
- Ensure the conditions for implementing activities (partnership agreement, administrative agreements)
- Animate the operational monitoring system (methodology, indicators, data collection tools, consolidation)
- Use and analyze indicators (results and impact) and propose corrective actions
- Coordinate internal and external evaluations
4/ Financial monitoring of projects
- Ensure the financial monitoring of projects: lead the development and monitoring of budgets
- Ensure commitments made with financial partners
- Identify financing needs
- Participate in the preparation of external audits
5/ Management of relations with financial partners
- Monitor relations with financial partners (financing agreements, reporting schedule, information notes)
- Contribute to the identification of new potential financial partners (watch)
- Supervise the drafting of funding application files, in conjunction with project managers
- Supervise the drafting of narrative and financial reports for financial partners, in conjunction with project managers
6/ Communication of the program
- Create and update internal and external communication tools and contribute to the visibility of the program (newsletter, website, annual report, testimonials, image bank, social networks, etc.)
7/ Involvement in the animation of the Training and Professional Integration pole
- Support the field teams (project managers, project managers), including the training of newcomers and the continuous training of the teams in place.
- Participate in exchanges of practices with other programs/poles.
YOUR PROFILE
Training : General higher education or in hotel management (commerce, IEP, management)
Experience :
- Minimum 5 years of experience in project management in business or in the development sector
- Experience in the tourism, hotel or catering sector highly appreciated
- Experience abroad will be an asset
Expected skills:
- Excellent writing skills in French and English (bilingual level)
- Mastery of the Office Pack and in particular mastery of Excel imperative
- Project management, monitoring of activities and indicators
- Budget monitoring skills
- Ability to mobilize and federate a network of technical and financial partners

POSITION CONDITIONS
Type of Contract : Permanent contract, with a trial period of four months
Status : Autonomous framework
Under responsibility the head of the Training and Professional Integration division, based in Paris
In close collaboration with :
- The project managers and managers of the countries concerned, in particular the Director of the Asia region
- The EFIP cluster team (coordinators of other programs, educational manager, management controller)
- Finance and HR teams based in Paris
Job dates: as soon as possible
Location :
- Paris, France
- Travel (2 to 4 per year, or even more at the start of the job) to be planned in Southeast Asia, Madagascar and possible other countries (depending on program developments)
Contract conditions:
- Working time: Individual agreement for an annual package in days, giving the right to 15 days of JRFA in accordance with the IECD working time agreement of October 20, 2017.
- Remuneration according to profile
- 100% coverage of mutual insurance and provident insurance
- Reimbursement of 50% of the weekly or monthly Navigo pass, on presentation of proof
- Contribution to catering costs in the company restaurant up to 4.60 euros per meal
- Taking leave according to the working time agreement says the agreement of October 20, 2017
