The IECD recruits 01 Health Project Manager
Project manager – Improvement of socio-health care for sickle cell patients (M/F)
CONTEXT
The IECD, European Institute for Cooperation and Development, is an international solidarity organization created in 1988 which implements socio-economic development projects in partnership with local institutions in fifteen countries. The IECD intervenes in particular in the areas of vocational training, support for very small businesses and the strengthening of educational, health and social structures.
In the field of health, the IECD leads a training program for health professions, and a public health program to fight against sickle cell disease.
The program to improve social and health care for sickle cell patients is implemented in the DRC, Congo, Madagascar, Côte d’Ivoire and Cameroon. It was launched in Cameroon in 2015.
In Cameroon, the project is structured around the following components:
- Neonatal screening (reinforcement of a laboratory; training of health personnel; organization of the collection circuit);
- Improvement of medical care (therapeutic education of families; training of health personnel in medical care; availability of vaccines and drugs);
- Sensitization of the population (sensitization in schools, during prenatal consultations, through the media)
- Advocacy at national level
- Capitalization of experiences through the Network for Studies on Sickle Cell Disease in Central Africa – REDAC – (research/monitoring of the database, publications, annual congresses, etc.)
The second phase of the program (2018-2020), in progress, will end in December 2020. The IECD is now working on the sustainability strategy for this program. The project manager will therefore not only be responsible for carrying out activities in the field, but will also have the priority of strengthening the local team and the local partners, with a view to the gradual involvement of the IECD.
ASSIGNMENT
You will be responsible for the operational management of the project in Cameroon, the progressive transmission to local partners and the closing of the second phase of the project.
- Manage the operational implementation of the project
- Develops and pilots the action plan (in launch or in development)
- Ensures the transfer of skills to local partners
- Manages the day-to-day operations of the project, with a logic of progressive transmission to the local team: implementation of activities, relationship with the 7 partner health centers, control of the results achieved, management of purchases and logistics related to activities
- Ensures regular monitoring of key indicators from the logical framework
- Ensures the quality of the project and the impact on the beneficiaries
- Works in a permanent logic of capitalization: exploits, enriches and ensures the transmission of formalized documents on relevant and/or innovative subjects (tool, methodological guide, CR, etc.), in collaboration with his line manager and the thematic coordination.
- Supervise the project team
- Recruits, supports, retains the local team in a logic of skills transfer: 1 part-time nurse based in Douala, and 3 people based in Yaoundé (1 nurse, 1 medical analyst, 1 data manager).
- Manage project finances
- Develop and manage the annual operating budget
- Controls the proper keeping of the analytical accounting of the project
- Prepares and transmits financial reports intended for financial partners (realized & updated forecasts)
- Participates in the preparation of the final external audit
- Participate in fundraising activities
- Reports on project activities
- Internally, develops narrative and financial reporting
- Externally, prepares narrative and financial reports for the financial partners for which he is responsible
- Prepares the external evaluation of the project
- Participate in institutional representation
- Participates in the representation of the IECD with local actors, in particular public authorities: Ministry of Health (national and regional entities), international donors
- Develops the internal and external communication of the project: ensures the visibility and notoriety of the project
- As part of prospecting for future projects in the health sector, the project manager may be called upon on an ad hoc basis (monitoring of the sector, meetings with other actors, participation in the feasibility study)
PROFILE
Training : General higher education (commerce, IEP, management),
Experience :
- At least 5 years of experience in project management in the development sector
- Experience in managing multicultural teams
- Knowledge of the healthcare sector an asset
- Knowledge of Central Africa an asset
Expected skills:
- Ability to mobilize and federate a network of technical and financial partners
- Representation capacities vis‐à‐vis various partners
- Project management, monitoring of activities and indicators
- Skills in budget monitoring and financial control
- Managerial skills: support, federate, train
- Good writing and speaking skills in French and English.
- Mastery of the Office Pack and in particular mastery of Excel imperative

POSITION CONDITIONS
Status : Contract under French law, International Solidarity Volunteering (VSI) – pre-departure training
Location : Yaoundé, with regular trips to Douala (once a month)
Job dates: End of September 2019 to December 2020
Under responsibility :
- From the director of operations of the IECD in Cameroon, based in Yaoundé
- Close collaboration with the program coordinator, based in Paris
- Close collaboration with the Health program teams in the other program countries, and the support teams, based in Douala and Paris
Contract conditions :
- Remuneration according to profile
- Participation in housing
- A return plane ticket per year of mission (including the departure ticket and the final return ticket)
- Complete medical and social package (sickness, repatriation, complementary health insurance) and basic social security pension contribution
- Paid leave: 2 days per month + local public holidays
