GENERAL PRESENTATION:
The International Rescue Committee (IRC) aims to save lives, strengthen institutions and promote social cohesion through carefully designed and professionally implemented programs. IRC has been in Mali since April 2012 in the areas of Health & Nutrition, Water, Hygiene and Sanitation (EHA), Child Protection and Education, Economic Recovery and Development.
JOB OBJECTIVES
IRC defines Supply Chain as the systems and functions necessary for the effective implementation of programs. It includes planning, procurement, logistics, inventory management, real estate and asset management, as well as vehicle and vehicle fleet management. The Supply Chain Coordinator is a member of the SMT(1) in Mali and is responsible for recruiting and supervising the entire Supply Chain team.
RESPONSIBILITIES
Supply Chain Planning
The Supply Chain Coordinator is responsible for coordinating the planning and implementation of Supply Chain plans in support of program implementation in close cooperation with internal stakeholders (project managers , coordinators and managers Programs, DDP, Finance) and external (suppliers).
Supply Chain planning consists of the following components: supply plans, warehousing plans, transportation plans, staffing plans, distribution plans, staff training plans, asset decommissioning plan and Supply Chain improvement plan through biannual assessments.
Supply Management
The Supply Chain Coordinator ensures that the right goods and services are procured at the right time, with the right prices and at the right place, in accordance with the principles of the global Supply Chain and those of the donors. . This includes working with the Director of Planning and Logistics for international purchases. The Supply Chain Coordinator must prioritize strategic sourcing through the implementation of MPA/MSA(2) to obtain a better quality / price ratio with the suppliers selected in complete transparency.
Inventory management
The Supply Chain Coordinator is responsible for managing and controlling all inventory operations and warehouse operating procedures according to SOPs.(3). This includes the management of pharmaceutical products in collaboration with the program. He ensures that the cyclical inventory of 20% is carried out every two months.
Asset management
The Supply Chain Coordinator is responsible for the procurement, maintenance, safekeeping, recording and decommissioning of all IRC country program assets and equipment. The Supply Chain Coordinator is responsible for all aspects of administrative, financial and operational management of assets, property and items of value, in accordance with IRC and donor rules and regulations.
Fleet management
The Supply Chain Coordinator is responsible for overseeing and coordinating all IRC vehicle and transport fleet activities in the country. Responsible for ensuring that all IRC fleet operations are carried out in accordance with IRC vehicle policies and procedures, including vehicle movement, maintenance and reporting. . The same is true for generators.
Compliance and Ethics
The Supply Chain Coordinator is responsible for identifying and analyzing non-compliance risks in Supply Chain processes, implementing robust controls, identifying red flags regarding supply , implementing internal and external audit corrective action plans, and ensuring that all Supply Chain activities are conducted in an ethical manner.
Learning and development:
The Supply Chain Coordinator is responsible and accountable for overseeing all learning and development initiatives, assessing training needs and developing training plans for staff of the Supply Chain.
Budget development and funding proposals
The Supply Chain Coordinator should participate in the development of budgets and funding proposals, review prices including associated services and the need for new staff. He must participate in the project kick-off and closing meetings with all the necessary documents and evidence.
Data Analysis and Reporting
The Supply Chain Coordinator must effectively use Supply Chain tools such as “BvA”, “Scorecard”, “First time right” etc. to better analyze the state of progress of the activities and communicate the result to all the necessary partners. He must ensure that quality monthly reports are submitted on time, as well as reports to donors and end-of-project reports.
Main Working Relationships
The position reports to the Deputy Director in charge of Operations, with technical supervision from the Regional Supply Chain Director.
The position is responsible for supervising direct Supply Chain Managers.
Other internal / external contacts
Internal: Regular contact with regional, national and head office Supply Chain staff at all levels, Deputy Directors in charge of operations and other Supply Chain Coordinators from other countries, Country Directors. He is in constant contact with the Programs Department.
External: At the request of the Country Director or the Deputy Director in charge of Operations, he can serve as a representative of the IRC in the context of external meetings, supply clusters, other non-governmental organizations, inter-organizational groups and foundations, etc.
REQUIRED CONDITIONS
- Have a university degree (Masters or License) or any other equivalent diploma in the fields of Supply Chain, Procurement, Business Administration or in a relevant related field;
- Have 5 to 8 years of professional experience in Supply Chain operations.
- Fluency in French and a functional knowledge of English are mandatory.
SKILLS AND ABILITIES
- Demonstrated success as a Supply Chain leader in all Supply Chain disciplines, including planning, procurement; Compelling collaborator and influencer, possessing effective interpersonal and analytical skills, able to work seamlessly across multiple countries, cultures and organizational units;
- In-depth knowledge and extensive experience in Supply Chain strategies, market analysis techniques, procurement and contracting, fleet management, inventory management, real estate and assets;
- Strong financial management and budgeting skills;
- Excellent training and coaching skills;
- Able to work effectively in a strong matrix structure.
