ORGANIZATIONAL FRAMEWORK AND REPORTING ATTACHMENT
Created in 2004, the Millennium Challenge Corporation (MCC) is a bilateral aid program of the United States Government in favor of low-income countries, selected on the basis of performance indicators. The objective is to implement partnerships with countries that perform satisfactorily in the three key areas of: i) good governance in the management of public affairs, ii) the creation of an environment conducive to private initiative and iii) the commitment of the State to make substantial investments in the social sector. Assistance from the United States Government is provided to recipient countries in the form of grants, for the implementation of a country investment program called “Compact”.
The Ivorian Government and the MCC signed on November 7, 2017 in Washington DC a grant agreement for a total amount of 524.74 million US dollars. This donation, for the benefit of the Ivorian populations, will make it possible to carry out two (2) major projects:
The Employability and Productivity Project (155 million US dollars) which aims to strengthen the employability of Ivorians and the productivity of the private sector by improving the quality, supply and access to technical and basic skills, in response to the private sector demand;
The Project for Transport in Abidjan (292 million US dollars) which aims to increase the competitiveness of the city of Abidjan as a growth pole of the country by improving the fluidity of traffic and decongesting the central corridor of the city connecting its port to the North, East and West zones of the country.
MAIN MISSIONS
Under the supervision of the Executive Director of Procurement, Finance and Administration of MCA-CI, the Procurement Director will have the following main missions:
Ensure the implementation of all procurement-related activities in accordance with the MCC Procurement Guidelines (PPG) and the MCA-CI Procurement Operations Manual (POP);
Consolidate, maintain records and report progress of procurement activities.
RESPONSIBILITIES
Under the supervision of the Executive Director of Procurement, Finance and Administration of MCA-CI, the Procurement Manager will have the following main activities:
Manage procurement activities in the implementation of the Compact by MCA-CI;
· Act as the main intermediary between the Procurement Specialist, the MCC and the external structures of various specialized sectors for all procurement activities;
· Facilitate interaction between all actors in the procurement process;
· Synchronize the fundamentals and processes of procurement activities;
· Coordinate with the various departments of MCA-CI and the Procurement Specialist in the identification of procurement needs and the organization of related operations for the implementation of the Compact program;
· Review the solicitation documents, Procurement Plans (PPM), CPPR and all other documents required and prepared by the Procurement Specialist and propose the necessary changes or improvements so that they are in conformity Procurement Principles, MCC Program Guidelines and meet MCA-CI procurement needs;
· Review the MCA-CI Procurement Operations Manual (MOP), prepared by the Procurement Specialist and formulate the necessary modifications or improvements so that it meets the operational reality of MCA-CI;
· Ensure that the Procurement Specialist works in accordance with the approved MOP;
· Ensure compliance by the Procurement Specialist with all applicable rules and procedures;
· Assist the General Management of MCA-CI and the Executive Director of Procurement, Finance and Administration of MCA-CI in respecting the reliability and confidentiality of the procurement process;
Assist MCA-CI technical staff in preparing the necessary documents for the Procurement Specialist for submission
· Check the reports submitted by the Procurement Specialist;
· Lead and mentor the MCA-CI procurement team in carrying out the tasks assigned to the department;
· Approve procurement decisions in accordance with MCC’s PPG and MOP procurement guidelines;
· Cooperate fully with auditors to ensure that audit requirements are met as required by the Compact program;
· Perform any other duties and responsibilities as requested by the Managing Director of MCA-CI and the Executive Director of Procurement, Finance and Administration of MCA-CI.
CANDIDATE PROFILE
Education, Experience, Skills
Hold a BAC + 5 / University degree in Business Administration, Public Administration, Finance, Law, International Development or in a field relevant to the position,
Or hold a BAC+5 from a Business or Engineering School with a technical specialization in Logistics, Purchasing, etc.
At least ten (10) years of experience in procurement development and management related to bilateral or multilateral projects (MCC, World Bank, African Development Bank or Asian Development Bank);
Knowledge of or familiarity with the procurement guidelines and procedures of international donor institutions, particularly those of bilateral or multilateral donors.
A dynamism, experience in the management of important projects financed by donors or non-profit organizations;
