MSF is a non-governmental humanitarian organization, created in France in 1971, under the status of non-profit association. The Swiss section was created in 1981. The Swiss section of Médecins Sans Frontières has opened in the regions of Zinder and Magaria, programs for the treatment of severe acute malnutrition in children under 5 since July 2005.

main purpose

Provide support to the Project Coordinator on security management and coordination tasks, ensure smooth liaison with local and national authorities, contribute to contextual analysis and monitoring in accordance with MSF protocols, standards and procedures in order to ensure the smooth running of the project.

Responsibilities:

Representation of MSF. Represent MSF externally with the Project Coordinator (PC) or alone (when delegated) and negotiate on behalf of the project coordination in close collaboration with the PC and on the basis of previously approved messages. On instructions from the Project Coordinator (PC), the RT Support must negotiate on behalf of the project coordination and on the basis of previously approved messages. Monitoring and analysis of the local context. Monitor, analyze and communicate information on key issues (security, risk, etc.) to the Project Coordinator and provide contextual information through a good knowledge of counterparts, parties, actors, authorities and military groups in different administrations / Districts in order to improve understanding and decision-making processes.

Maintain security database and provide bi-weekly context analysis based on recent incidents and developments. RT Support must ensure regular monitoring and analysis of the local context, in order to improve its understanding and the decision-making processes. For this purpose, he must be reachable by telephone and available to assist the Project Coordinator on important context, security and operational questions which may occur outside normal working hours, unless otherwise agreed with the PC (for example , holidays).

Planning and support to operations. RT Support assists in carrying out scouting missions and assessments as required, participates in the development of security plans and annual operations plans for the MSF OCG project in Magaria.

Internal and external communication. Assist the Project Coordinator in internal and external communication sessions and on MSF events (for national staff, Ministry of Health staff, as well as local authorities, community leaders, military actors and armed forces). of security) in order to raise awareness of MSF’s principles and public support.

Take minutes of meetings and contribute to the meeting log. He must prepare and facilitate contextual, cultural and safety presentations for new employees (national and international) in order to facilitate their integration. It provides regular information and training sessions on the safety of assessment teams, drivers and guards in consultation with the project coordinator.

He translates and revises documents and acts as an interpreter when needed. He assists the Project Coordinator in drafting correspondence with authorities and counterparts (officials, military actors, community leaders, UN agencies, NGOs, etc.) to ensure smooth and accurate communication flows.

Networking. RT Support ensures the continuity of relations/networks with local actors (other NGOs, UN agencies, local authorities, media, etc.) and archiving and updating field contacts and correspondence in order to ensure the accuracy of information sources and their availability on a regular basis. Identify key contacts and arrange appointments for the Project Coordinator.

Management of mission equipment. MSF OCG’s equipment and materials, as well as financial resources and stocks, constitute means of work enabling the organization to achieve its objectives within the beneficiary communities. To this end, RT Support is required to contribute to their proper management.

Collaboration/learning with other departments. The RT Support will have to work in collaboration with his colleagues from other Departments, with the aim of developing his skills in these areas, particularly in Administration, Logistics, Finance and Medical. He may be required to enroll in specific courses if circumstances so require.

Others. The RT Support performs any other tasks or additional responsibilities assigned, as required by the Project Coordinator.

MSF Section Specific Responsibilities / Context

The position of Support Project Coordinator, based in Zinder, therefore supports the Magaria Project Coordinator in the management of the Zinder sub-base, but also in representation, advocacy and networking activities in Zinder.

To this end, among others, the following specific tasks are expected:

Participate as needed in certain MSF representation meetings (DRSP, local authorities, other NGOs, etc.) after discussion and validation by the Project Coordinator. Help safeguard and promote MSF’s external image.

Maintain the updated security logbook and provide a bi-weekly context analysis based on incidents and the evolution of the contextual dynamics (daily monitoring and sharing of information on the security and contextual situation in the city, the region or even in the country and inform the RT / LTL of any event).

Contribute to exploratory missions and project risk analysis

Take meeting minutes and contribute to the meeting log.

Ensure the continuity of relations/networks with local actors (other NGOs, UN agencies, local authorities, media, etc.) and archiving, updating contacts in the field in order to ensure the accuracy of information sources and their availability on a regular basis. Act as an interpreter as needed. Contribute to the drafting of correspondence to be sent to authorities and counterparts (officials, military actors, community leaders, United Nations agencies, NGOs, etc.)

Provide security, cultural and contextual briefings to visitors and ensure strict compliance with the security rules established in the city of Zinder (security perimeter, respect for curfew hours, abuse and responsible behavior, etc.).

Provide the necessary administrative support for the medical activities of the project in Zinder: management of the bodies of patients after death, burial in conjunction with the logistics team.

Contribute to the collection of information from the context to enrich the advocacy strategy (meeting logbook filled in and distributed to the Advocacy Manager / the Humanitarian Affairs Officer)

Required conditions :

Education

University degree, preferably in the field of social sciences (political science, public international law, anthropology, economics, etc.)

Experience
