Context:

The Financial Officer will work in a complex, 26.5 M USD five-year program (USAID MCRA) with two donor accounts (USAID and UK-FCO). The program includes $12m for a dozen implementing partners, including two international implementing partners (IPs). The program provides services to more than 10,000 marginalized youth each year and works with government partners in four large implementation zones and a dozen communities, involving more than 400 staff and volunteers (including IP staff).

Under the overall supervision of the Chief of Mission, under the direct supervision of the Program Manager, and in coordination with the Administrative and Finance Officer (AFO) in Tangier and the Resources Management Officer (RMO) in Rabat, the successful candidate will be responsible for coordinating the financial functions, namely accounting, budgeting and reporting functions to support the implementation of the FORSATY (“Favorable Opportunities to Reinforce Self-Advancement for Today’s Youth”) program.

Core Functions / Responsibilities:

1. Facilitate the financial management of all the activities of the FORSATY Program, including the oversight of financial expenditure and accountability.

2. Monitor and track the funding resources, transactions and project expenditures and undertake preliminary financial analysis of resources under the FORSATY Program. Highlight unusual transactions, recommend corrective action and provide information and data as required.

3. Highlight significant under/over expenditures to program staff to ensure timely action by colleagues involved in the implementation of the program.

4. Provide technical support to the Program Manager and finance support staff throughout the program cycle to facilitate compliance with and the correct application of IOM’s finance regulations, rules and procedures.

5. Inspect payroll versus budgets, ensuring that staff salaries are charged to the correct budget lines in accordance with IOM’s projectization criteria and budget lines nature and funding.

6. Ensure adequate application of IOM’s financial instructions and application of internal control procedures to safeguard the Organization’s assets, control cash and prevent fraud. Alert the RMO in a timely manner of unusual or irregularities regarding transactions, and delays impacting timely reporting.

7. Apply various systems and tools that ensure zero tolerance for corruption or embezzlement throughout projects implementation.

8. Act as a focal point for audits and verifications and other ad-hoc reports by ensuring that required documentation is available in a timely and effective manner including archived documents.

9. Draft interim and final donor financial reports that are consistent with the narrative reports and check that they are in accordance with IOM regulations, donor agreements and established procedures and bring issues to the attention of the supervisor.

10. Provide support to the Resources Management Unit in IOM Rabat including matters related to administrative and financial issues. Monitor financial dashboards of the FORSATY program accounts and budgets and analyze variances between budget and actual expenditures and project commitments.

11. Assist the Program Manager and coordinate with the AFO in preparation of FORSATY program budgets and reports as required.

12. Undertake quality control checks on requests for payment, purchase requests and other requests that will result in financial obligations by field offices.

13. Liaise with relevant units in the implementing offices, including the procurement and logistics unit, with regards to financial activities of the missions.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Business Administration, Economics or a related field from an accredited academic institution with two years of relevant professional experience; gold

• University degree in the above fields with four years of relevant professional experience.

• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Substantial experience in handling financial management, accounting and budgeting systems;

• Experience in financial management of multi-donor programs;

• Familiarity with IOM’s financial systems and audit requirements;

• Experience with USAID regulations is an advantage;

• In-depth knowledge of IOM/UN regulations, policies and procedures;

• Knowledge of International Public-Sector Accounting Standards (IPSAS);

• Ability to produce financial analyzes and reports;

• Experience in SAP is highly desirable;

• IOM experience is an advantage.

Languages

IOM’s official languages ​​are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and Spanish is an advantage.
