Creating a stronger Oxfam to build a future without poverty

We are looking for a Head of Active Citizenship, Partnership & Influencing (HAPI) for our mission in Chad. He/She will report hierarchically to the Country Department.

The team will be in charge of ensuring the transformation of Oxfam’s programs in Chad towards influence so as to maximize the impact of its programs and will be responsible for the implementation of the national influence strategy. Encompassing the functions of Advocacy, Influencing and Partnershipthis unit is one of the cornerstones of the implementation of Oxfam’s country strategy in Chad.

Purpose of the position

Implement a country influence strategy that will maximize the impact of the influence strategies of the various programs by developing their synergies. Particular emphasis will be placed on the transformation of Oxfam’s programs towards influence by relying on strategic partnership as an added value and operational model.

To this end, the HAPI will support the implementation of the “one program approach”, the “Humanitarian-Development Nexus”, Oxfam’s theory of change in Chad while building and managing strategic partnership relations to support their implementation. coherent and in line with the country context. It will ensure the visibility of the interventions of Oxfam in Chad and of its partners and will support the implementation at country level of Oxfam’s campaigns with its strategy and will facilitate contacts with the supranational levels which will be involved in the desired changes.

In addition, he will ensure the implementation of the Good Governance and Active Citizenship program.

Responsibilities

Management of the Governance and Active Citizenship Program

  • Design and implement Oxfam’s Governance and Active Citizenship strategy in Chad as well as program coordination and development.
  • Support the development of citizen movements (particularly youth and women) and build their capacity to organize and influence policies, practices and attitudes that affect their communities.

Partnership and Capacity Building

  • Ensure the development and implementation of capacity building plans for Oxfam’s strategic partners in Chad.
  • Jointly provide technical support with PQMEAL for partnership management in Oxfam programs in Chad (identification, management, monitoring and evaluation) in accordance with CAMSA standards.

Reinforce the vision and leadership of the CMT in influence in Chad

  • In line with the country vision, guide and support Country Management in the development and implementation of programs that meet Oxfam’s programming requirements for influence and partnership.
  • Support the Country Department in adapting the country strategy to changes in the context, in close collaboration with the other Team Leaders and partners, ensuring that the country program is implemented in a coherent way, which encourages collaboration, learning and the practice of influence.
  • Strengthen the importance, legitimacy and membership of Oxfam in Chad, in regional and global influencing initiatives.

Provide technical support for the transformation of programs towards influence

  • Provide technical support for the design and implementation of influence initiatives in the various Oxfam programs in Chad.
  • Ensure that Oxfam’s programming in Chad aligns with Oxfam’s influencing programming standards.
  • In collaboration with the entire Digitale WIN team, explore the use of information technology to ensure wide dissemination and visibility of Oxfam’s campaigns and programs in Chad.
  • Coordinate the commitment and country action-efforts of Oxfam and its partners in the various regional and global campaign initiatives and facilitate connection with other dynamics and movements of influence at the regional, Pan-African, and Global level.
  • Work with MEALs to ensure that the impact of Oxfam and partner programs is documented and scaled up for influencing, resource mobilization etc.

Program Visibility

  • Coordinate the design and implementation of all communication and visibility initiatives for Oxfam and partner programs.
  • He will have to ensure with his team to ensure the production of evidence and communication tools.
  • Ensure that all public engagement initiatives are undertaken in a consistent manner, protecting, strengthening, promoting Oxfam’s brand and identity across all spheres of influence from local to national.

Candidate’s experience / training Profile required

  • University degree, preferably in the humanities or a related discipline
  • Experience working in a partner-based social transformation process
  • Experience coordinating Governance and Active Citizenship programs
  • Experience working on gender issues
  • Risk management experience in various contexts
  • Mastery of influence themes, campaigns and partnerships
  • Proven ability to build the capacity of others, using a range of methods such as facilitation, mentoring, coaching etc.
  • Strong conceptual, analytical, critical thinking and action research skills
  • Proven skills in working in networking, coordination and strategic planning
  • Excellent communication and influencing skills with internal and external audiences, and a well-developed ability to motivate and persuade at high levels
  • Very good knowledge of oral and written French and English
  • Good computer knowledge, including the use of commonly used word processing software
  • Strong ability to manage a multidisciplinary team
  • Strong budget management skills
  • Commitment to abide by Oxfam’s policies on the prevention of sexual harassment, exploitation and abuse in order to ensure, as far as possible, the safety of all those who come into contact with Oxfam

Salary / Allowance ConditionsStarting date: As soon as possible

Contract duration: 12 months

Remuneration Gross annual salary: 39.686 euros gross annual + Bonus per child

Other: travel, accommodation, R&R, Per Diem, medical, life and accident insurance are covered by Oxfam according to the conditions in force.

Place of work: N’djamena, Chad with travel within the country.
