PDCEJ Recruits Head of Monitoring and Evaluation




The Government of Senegal is recruiting for the PDCEJ the Profile below:

> MONITORING AND EVALUATION MANAGER

MAIN MISSION
The Monitoring and Evaluation Manager, recruited on the basis
competitive, is placed under the authority of the project manager. He will be responsible for organizing and coordinating project monitoring activities. He is based in Dakar
with many trips to the project area.
He will sign a one (1) year renewable performance contract with the project manager.

REQUIRED PROFILE AND EXPERIENCE
– Graduate of social sciences, sociologist, planner (Bac + 4 or 5) or rural development specialist with qualifications and/or proven experience in monitoring and evaluation in the rural field and with skills in microfinance;
– Abilities of synthesis, analysis and conceptualization; Writing facilities;
– Experience of at least 5 years in the specific field of monitoring-evaluation and planning, within a development project;
– Desired experience in the monitoring and evaluation of a project financed by multilateral donors; experience with the African Development Fund (ADF) would be appreciated;
– Knowledge of the methods, tools and techniques of Monitoring/Evaluation and of the logical framework of results-based management;
– Very good knowledge and mastery of computer tools (in particular Word, Excel, Access software, etc.) and facilities for managing databases and using GIS;
– Good physical condition with ability to move on the ground.

TASKS AND RESPONSIBILITIES
– Organization of the establishment of a diagnosis and the reference situation of the project, on the basis of the preparatory studies available;
– Project analysis and identification of monitoring indicators based on the logical framework developed during project appraisal; looking for ways to
work (equipment, data, information, devices, etc.) for the collection and monitoring of indicators;
definition of the allocation of resources for the organization of monitoring; determination for each indicator, on a realistic basis, of the method of processing and the periodicity;
– Development of specific planning and data collection tools; creation of databases; computerization of impact monitoring and evaluation tools;
– Identification and empowerment of decision-making centers at project level;
– Development and regular updating of the technical, financial and management control dashboards of the project in relation to the agencies and other members of the Project Team;
– Participation, in liaison with the Procurement Officer, in the preparation of calls for tenders for ESMP activities and monitoring of the planning and management of contracts for goods and services;
– Support to the various services and agencies for the respect of work schedules;
– Definition of the methods for assessing the overall performance of the project;
– Socio-economic interpretation of monitoring indicators in relation to project objectives and evaluation of project impact; formulation and conduct of specific surveys relating to the impacts of the project;
– General coordination of the follow-up with the partners and technical services involved;
– Participation in the supervision and monitoring of the evaluation of all project activities;
– Organization and coordination of external monitoring-evaluation, audit, supervision, mid-term review and completion missions; organization of ADB supervision missions;
– Regular supply of precise information on the level of execution of the project, to the members of the project unit, to the structures involved and to the donors;
– Preparation of situations and execution reports necessary for the establishment of supervision missions and participation in the various meetings of the monitoring and steering committees;
– Assistance to the project manager in monitoring sector execution;
-Coordination and responsibility for the drafting of periodic reports (quarterly and annual) relating to project activities;
– Contribution to the promotion of communication around the results and impacts of the project;
– Representation of the project manager when needed.

Duration
Initial contract of one (1) year, renewable on the basis of the
performance until the end of the Project (a priori five years).

Workplace
Position based in Dakar with travel in the area
of project intervention: regions of Kaolack,
Thies, Ziguinchor, and Dakar Suburbs.
