JOB DESCRIPTION:

The Research Program Officer will provide technical support to the Council’s research and activity portfolio in Senegal, particularly in the implementation of ongoing work as well as for project proposals submitted to donors in the framework of prospective news.

Reporting to the Country Representative, the Research Program Officer will provide targeted technical assistance to research activities and activities funded by the Hewlett Foundation and possibly other donors, including USAID, to expand and improve programs and service delivery aimed at improving the reproductive health and well-being of adolescents in Senegal and Francophone West Africa. Activities will include, but not be limited to, research and technical assistance to expand access to family planning, introduce new contraceptive methods, advocate for the fight against abortions illegal immigrants and advance the health and education of adolescents.

RESPONSIBILITIES:

Collaborate with Population Council colleagues and national partners through the development, implementation, evaluation and use of reproductive health research programs

Develop other initiatives related to the Population Council program, particularly in the areas of poverty, gender and youth.

Ensure program activities are executed well and on time to meet donor requirements and achieve research objectives.

Support the development of activities and resource mobilization to expand the donor and program base in Senegal

Communicate and encourage the use of project results and innovations to improve programs and influence policy, including through reports, policy documents, project summaries, presentations, results dissemination activities, updating the website and article publishing.

Contribute to the development of the research capacities of national and regional interlocutors.

Develop and maintain relationships with key national stakeholders (notably the Directorate General for Maternal and Child Health of the Ministry of Health and Social Action, DSME), regional (the Ouagadougou Partnership, OP) and local authorities

Engage with Population Council sub-recipients in Senegal to better understand and represent all of the Council’s activities in countries, across reproductive health, HIV/AIDS, poverty, gender parity programs and young people.

Share information and knowledge between Council programs and countries, as well as across partners and networks to promote the Council’s program objectives and mission

Represent the Council at partner meetings and activities and provide support for events and initiatives.

Contribute to a supportive and collaborative work environment by participating in teamwork and activities

Carry out any other tasks and obligations deemed reasonable at the request of the immediate superior.

QUALIFICATIONS:

University degree in public health, demography, sociology or similar field, with at least three years of experience in research, monitoring and evaluation.

Demonstrated technical expertise in research methodology (focused on quantitative research and sampling techniques), data collection and analysis

Proven experience in designing and conducting studies on reproductive health, family planning and/or adolescent health and education in Senegal.

Experience working with the government of Senegal, NGOs and other partners present in the country

Working knowledge of at least one statistical software.

Strong writing and oral communication skills, particularly in French, as well as the ability to write summary documents, reports and make presentations. English skills would be preferred.

Ability to work independently and manage multiple tasks concurrently and on time.

Strong interpersonal and communication skills as well as teamwork and organization.
