Recruitment of one (01) Coordinator

As part of the “Support Project for the Great Green Wall initiative in Senegal for the resilience of communities and ecosystems to climate change”, funded by Canadian Cooperation / FAO, ASERGMV is recruiting: A Project Manager Coordinator.

Under the Authority of the Director General of ASERGMV, the Project Manager Coordinator (PMC) who will be recruited by competitive bidding (joint ASERGMV/FAO committee) will be responsible for coordinating the Project Management Unit (PMU). As such, he will have to carry out the main tasks indicated below:

Supervise and coordinate the achievement of project outputs, in accordance with the project document;

Mobilize all project resources in accordance with FAO procedures for projects implemented under the Operational Partners Implementation Modality (OPIM) at the national level;

Supervise and coordinate the work of all project staff, consultants and subcontractors;

Prepare annual budgeted work plans for the project;

Ensure the implementation of partnerships within the framework of co-financing;

Facilitate administrative support to subcontractors;

Oversee and ensure the timely submission of the Inception Report, the Project Implementation Review combined with the Project Annual Report, technical reports, quarterly financial reports, and other required reports;

Keep the members of the steering and technical committees informed of the implementation and progress of the project and ensure compliance with the directives of the said committees; Oversee the exchange and sharing of experiences and lessons learned with relevant institutions and initiatives, both nationally and internationally;

Ensure the rapid and effective implementation of all project components;

Assist community groups, communes, technical services, NGOs, staff, students and others with the development of essential skills through training workshops and on-the-job training, which improves their institutional capacities;

Coordinate and assist research and scientific institutions with the initiation and implementation of all field studies and project monitoring elements; Regularly carry out field visits to project sites;

Perform any other tasks arising from the recommendations of the Project Steering Committee.

Qualifications

Agronomist Engineer, Agro‐Economist Engineer or hold a university degree (MS or Doctorate) in natural resource management or environmental sciences;

At least 10 years of experience in the planning, development and implementation of rural development policies and strategies (agriculture, livestock, forests,) and / or participatory approaches;

Work experience involving collaboration with Ministries, donor-funded projects and national institutions (Ministry in charge of hydraulics, Environment, Livestock, Agriculture or Decentralization) would be appreciated, but is not a requirement;

Knowledge of Great Green Wall policies, strategies and program,

A good knowledge of the vulnerability of the agricultural sector to climate change and/or having knowledge of climate actions and finance would be assets;

Ability to develop budgets, train and work effectively with staff at all levels and with all groups involved in the project;

Strong writing, presentation and communication skills;

Strong computer skills, especially proficiency in all MS Office applications and internet research;

Good knowledge of the political and socio-economic context of Senegal, in particular at the national and municipal level;

Excellent writing skills in French; and A good knowledge of English is an asset.
