PROMAN’s Program Management Unit (PMU) based in Bamako ensures the planning, coordination and monitoring of a set of activities (rural development, vocational training, health) relating to several cooperation programs in Mali, including (currently still in progress)

the Sustainable Development Program in the Kidal Region (DDRK IV) and the Sustainable Development Program in the Gao Region (DDRG), both financed by the Grand Duchy of Luxembourg.

Mission and main responsibilities:

The Procurement and Contractual Monitoring Manager whose services PMU PROMAN-Mali seeks to enlist for the period from October 1, 2023 to March 31, 2025 (replacement of the outgoing incumbent for a residual period of 18 months) will be responsible for organize and monitor the acquisition of all markets, contracts, partnership agreements (APO) necessary for the implementation of activities and programs which the PMU manages – or will have to ensure – in Mali. More specifically, its main tasks will be to:

Ensure the quality and good management of these acquisition and contracting processes,

Prepare the procurement plan and partnership agreements and monitor their implementation and updating,

Prepare (and/or validate) procurement files, draft contracts, partnership files and related agreements,

Ensure compliance with applicable procedures (landlord, PROMAN and national) and deadlines,

Ensure the proper use of standard documents and develop or improve them if necessary,

Organize the evaluation processes – and committees –, prepare letters and minutes,

Ensure the monitoring of markets, contracts and APOs, and develop or improve the tools used for this purpose,

Create and update a database of companies, suppliers, service providers and partners,

Ensure the proper archiving of procurement files, contracts and partnership agreements,

Participate in the preparation of audit missions for markets, contracts and APO aspects.

Required profile:

Bac+4 minimum training in management, administration, finance, accounting, law, management control or similar. Minimum 8 years of experience in procurement and contract management, including at least 5 years as procurement manager within projects financed by international cooperation.

Strong writing skills and ability to prepare letters, notes, reports. Good knowledge of the market code in force in Mali. Proficiency in Microsoft Office 365 tools (including SharePoint, Teams and OneDrive). Aptitude for communication and teamwork. Rigor and attention to detail.

Place of work: Bamako, with occasional missions to support project teams in Kidal and Gao.

Duration: 18 month contract. Position to be filled from October 1, 2023.
