Opportunity

He/she will be responsible for ensuring that the SHOPS Plus project provides effective technical support for the delivery of quality services and the achievement of project results. He/she will report to the Project Manager to ensure proper coordination and communication for successful project implementation. He/she must have strong skills in management and coordination of health activities and programs.

Key Specialist Roles and Responsibilities in Health Service Delivery
Conduct the technical activities of SHOPS Plus Senegal relating to the provision of quality services
Manage the implementation for the improvement of Tutoring 3.0 quality in the private sector in collaboration with the Alliance of the Private Sector of Health (ASPS) and the Ministry of Health and Social Action and ensure the follow-up of his next steps
Specifically it must:

Manage and supervise the consultants who implement the technical activities of the Tutoring (coordinate the review of deliverables due to SHOPS Plus and ensure the quality of these deliverables). Represent the SHOPS Plus project in external meetings with the client, partners and stakeholders
Ensure effective implementation of activities, completion of targets according to approved action plan and coordination with stakeholders

Ensure the safeguarding of all documents relating to Tutoring
Share with the COP and HQ weekly updates on Tutoring activities, including updated calendar, meeting reports, and coaching plans
Share each week with the COP and headquarters the challenges encountered, the solutions proposed
Ensure the capitalization of lessons learned, results and recommendations of the pilot, throughout the process
Ensure the implementation of technical assistance activities relating to the quality of services, including: coordination, development of work plans and monitoring of their implementation, development of presentations and activity reports
Contribute to activities to improve the existing institutional and regulatory framework in order to better take into account the private health sector
Collaborate with other USAID health program stakeholders and projects to ensure coordination of activities and synergies

Preferred Skills / Prerequisites
Education: Doctorate in Medicine with a specialization in public health or master’s degree in project management
Experience of at least six (6) years in the management of programs in the development and health sectors; implementation of programs to improve the quality of health services, and/or capacity building in the health sector preferably in the private sector is preferred
Strong experience in the planning, coordination and management of technical activities and projects funded by donors in particular USAID is preferred
Proven ability to foster and enhance relationships with various organizations and stakeholders in the private sector and government
A proven ability to navigate a complex and dynamic environment to work within established and emerging governance structures, public and private policies and processes

Knowledge of health issues in Senegal
Good command of spoken and written French and English is preferred
Excellent communication, presentation, coordination, and organizational skills with proven experience developing PowerPoint presentations and reports

Minimum Qualifications
(10+) years of experience and a bachelor’s degree OR the equivalent combination of education and experience
