As part of its operations in Chad, SOSSIF is recruiting a Project Administrative and Financial Manager.

Under the supervision of the Project Manager, the Head of Administrative and Financial Management will be responsible for the administrative and financial management of the project in all its components, the keeping of the administrative accounts of the Project, the production of financial statements and reports. financial monitoring. In addition to this project, he will have to participate in the administrative and financial management of all operations in the country and support the development of the portfolio.

The position is based in N’Djamena.

  • Monitor the execution of financing agreements signed by SOS SAHEL;
  • Ensure the application of administrative procedures and verify mission orders;
  • Support the organization of accounting and financial audit missions in accordance with the provisions of the agreements with the financial backer and follow the recommendations of the auditors.

In terms of personnel management

  • Check the maintenance of the personnel register and individual files;
  • Follow the registration of contracts according to the regulations in force in Chad
  • Check attendance sheets
  • Ensure tax and social declarations related to payroll within the regulatory deadlines
  • Prepare and ensure the proper execution of budgeted expenditure;
  • Prepare quarterly and annual budget control reports, analyze variances.

Financially

  • Monitor the financial operations of the project account (commitment, withdrawal, settlement, bank reconciliation status) of the project and direct payments;
  • Ensure that partners implement financial operations in accordance with the Delegation of Project Management contract (DMOE)
  • Ensure the proper functioning of the computerized financial and accounting management system;
  • Ensure the preparation of “RSF” financial monitoring reports within the regulatory deadlines;
  • Ensure compliance with financial management procedures (eligibility, efficiency of expenditure).
  • Support implementing partners in the financial management of projects
  • Prepare the ledgers, balance sheets and balance sheets, expense justification reports and accounting and financial reports on time;
  • Check monthly bank reconciliations and monitor bank accounts and cash;
  • Ensure that project accounts are kept in compliance with regularity standards.
    • Set up the fixed assets register of SOS SAHEL
    • Organize the planning and execution of inventory work;
    • Ensure the protection and renewal of fixed assets.
  • Ensure the follow-up of the material and its replacement;
  • Define hardware requirements.
  • Ensure the proper functioning of the computerized financial and accounting management system;
  • Ensure the maintenance of accounting and financial management software.

Candidate’s experience / training diploma: At least Bac +3; DUT in accounting or financial managementKnowledge:

  • Mastery of financial management mechanisms for development projects
  • Ability to translate and present financial information in a synthetic and structured manner
  • Mastery of EU procedures, knowledge of project accounting and financial management software, such as SAGE and or SAGA would be an asset

Expertise :

  • Capacity for organization and budget planning;
  • Ability to implement procedures for the management and circulation of financial information;
  • Supervision and transfer of skills to local NGOs

Know-how

  • Diligence, ability to listen, initiative and a sense of anticipation, discretion
  • Reactivity, dynamism, availability
  • Ability to plan, organize work and work independently
  • Communication skills

Experience: At least 7 years of experience in administrative and financial management within NGOs or projects/programs
