SOS SAHEL International France (SOSSIF) has been working for more than 40 years in the Sahel to improve the living conditions of the most vulnerable rural communities, by implementing development projects in the 11 countries of the Sahelian strip, in the fields of water, hygiene and sanitation, management of natural resources, sectors, food and nutritional security and support for project management by local communities.

SOSSIF’s presence alongside producer organizations since its creation has enabled it to build an inclusive development model whose key principles are: strengthening producers as development actors, promoting local potential, innovation and the dissemination of good practices, through the 3 forms of engineering on which its approach is based: technical, social and programmatic, according to the principles of a participatory, dynamic, iterative, complementary and integrated process.

As part of its operations in Chad, SOSSIF is recruiting a project manager.

Under the supervision of the Country Director, the Project Manager is responsible for the proper management of the project, the management of the project team, the coordination of the consortium and the management of the institutional relations of the Lakes Management Support Project. ‘Ounianga and the conservation of the Saharan heritage of Borkou and Tibesti. In addition to this project, he will participate in the monitoring and development of the portfolio of operations in the country. The position is based in N’Djamena with field travel.

General administration tasks

  • Provide advisory support to teams in the implementation of project activities;
  • Ensure compliance with the management rules agreed with the financial partner;
  • Maintain good relations with consortium members and other partners who can help achieve project objectives;
  • Prepare the quarterly meetings and carry out the deliberations in order to ensure the consistency of the implementation of the project, to collect the information necessary for the follow-up, to take note of the needs,…
  • Ensure compliance with the internal regulations of the partnership, making it possible to set common operating rules, in particular in terms of coordination and exchange of information, behaviors and ethical standards to be respected;
  • Ensure the coordination, control and monitoring of the implementation of agreements with partners and technical services based on annual programs.

Financial management tasks

  • Develop the draft Activity Program and annual project budget;
  • Ensure proper maintenance of bank accounts.

Goods and Services Procurement Tasks

  • Validate and ensure compliance with the Procurement Plan (PPM) prepared by the financial manager;
  • Ensure compliance with the rules of procedure for the acquisition of works, goods and services.

Technical management tasks

  • Assess the effectiveness of contractors, contractors and suppliers;
  • Check the consistency of the technical results with the means made available to the execution structures.

Personnel management tasks

  • Manage and lead the APEF project team by promoting a culture of high performance, continuous performance improvement;
  • Ensure staff are informed of all conditions of employment.

Wealth management tasks

  • Ensure that all acquired property is regularly protected against risks of any kind (destruction, loss, theft, accidents, etc.);
  • Ensure that all capital equipment is identified and located.

Reporting tasks

  • Ensure the monthly, quarterly, half-yearly and annual production of financial reports and activity reports;
  • Control and approve the financial reports before validation of the head office and their distribution.

Monitoring and control tasks

  • Assess the physical results achieved and reconciled with the financial results;
  • Ensure that all external control bodies of the APEF project exercise their role of verifier: audits, inspections, etc. and ensures that recommendations are adhered to.
Candidate’s experience / training Diploma: BAC+5 in development economics, agronomic sciences, agroeconomics, water and forestry, rural engineering and/or project managementKnowledge:

  • Project management
  • Partnership management
  • Mastery of the Microsoft office tool (Word, Excel, Powerpoint)

Expertise :

  • Spirit of synthesis and analysis
  • team management
  • Periodic reporting
  • Very good oral and written communication skills in French / a good understanding of English is an asset

Know-how :

  • Honesty, rigour, precision, discretion and respect for confidentiality
  • Reactivity, dynamism
  • Ability to plan, organize work and work independently

Required experience:

At least 7 years of professional experience in project and/or program management
