With 69 projects in 22 countries of intervention, as well as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This translates into an articulation of emergency, post-emergency, post-crisis and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to enable populations to regain their full autonomy.

Hierarchical link :

The health project manager works under the responsibility of the “Bangui program manager”.

  • He/she is the manager of a team made up of: a “Primary Health Care” referent, a psycho-social/community mobilization referent and a data entry agent. In total, the team is made up of 8 employees and 40 CRCA volunteers.

Functional links:

  • He/she works functionally with the psychosocial coordinator, the pharmacy coordinator, the rehabilitation/construction coordinator, the health coordinator in Bangui, the midwife referent in Bangui, the technical referents from the headquarters.
  • He/she develops a capacity building link and works together with the CRCA.

To carry out his mission, the Bêkou health project manager collaborates with:

  • The delegation’s logistical, administrative and financial support services
  • The safety and security delegate for actions carried out in the field

Externally, the collaboration is close with:

  • Managers of Health Districts, heads of health centers as well as relevant contacts at the level of the Health Region and the Ministry of Health (RH Service)
  • The representative of the Bêkou fund in Bangui
  • NGO members of the consortium (PUI, ACF)
  • The other partner actors of the Bêkou fund (IMC, Cordaid and Alima)
  • Reference structures
  • Other actors present in the intervention area (MSF-Belgium, MSF-France, etc.)
  • The CRCA national headquarters and local committees

Experiences / Training of the candidate The profile of the candidateTraining:

  • Medical or paramedical training (IDE, Midwife), holder of a Master’s degree in public health.
  • Experience in project management to strengthen the health system and management in a developing country.
  • Successful experience in implementing performance-based financing (PBF/PBF) will be a prerequisite.

Specific knowledge:

  • Knowledge of health systems in Central and West Africa.
  • Knowledge of the specificities of the intervention of national societies of the Red Cross and Red Crescent movement.
  • Perfect command of the French language, both spoken and written.
  • Understanding of Sango is an asset

Essential skills:

  • Have professional experience in project and/or consortium management, integrating the management of human, financial and material resources.
  • Have experience in implementing the FBP/PBF approach
  • Have experience in collaboration with national health stakeholders (regional directorates, health districts) in a developing country.
  • Having experience in a humanitarian mission abroad essential.
  • Be able to work in a team and in a multicultural and multidisciplinary environment
  • Demonstrate patience, teaching, diplomacy and adaptation skills.
  • Mastery of the Office pack (Word, Excel, Power Point, Outlook), Internet
  • Respect the principles of the International Red Cross and Red Crescent Movement: humanity, neutrality, unity, universality, impartiality, volunteerism, independence.

Skills and experiences appreciated:

  • Mastery of data collection and analysis tools (kobo, LQAS survey methodology)
  • Mastery of European Union donor procedures. (EuropeAid, DEVCO)

Salary conditions

Remuneration:

  • According to the collective agreement of the French Red Cross
  • Expatriation bonus of 15% included
  • Per diem: €32
  • Year-end bonus
  • 10% precariousness bonus

Leave:

  • 5 weeks of CP/year
  • 21 days of RTT/year

Other advantages :

  • 100% coverage of plane tickets home – country of assignment on departure and return from mission – vacation 06 months
  • Financial envelope for taking breaks 03 months – 09 months depending on the mission

Insurance:

  • Affiliation to Social Security via the Caisse des Français Abroad – CFE
  • Compulsory mutual insurance of the French Red Cross (LAMIE) with 75% coverage by the employer (25 euros per month remaining the responsibility of the employee).
  • Medical assistance and repatriation (IMA Assistance) + provident insurance (death/disability).
