We are: The European Union (EU) is a unique economic and political partnership between 28 European countries that plays an important role internationally in the areas of diplomacy, trade and development assistance, as well as through its cooperation with global organizations. Abroad, the EU is represented by more than 140 diplomatic representations, also known as EU Delegations. Close relations have linked Senegal and the EU for more than 50 years. Today, this relationship includes both a structured political dialogue, strong commercial relations, a fishing agreement, and technical and financial cooperation in support of the country’s populations. It involves a constant partnership with government authorities, public institutions, civil society and the private sector.

We are offering a position of Group I Project Manager on a permanent contract. As part of this job and under the supervision of the Head of Cooperation and the Team Leader, the recruited person will be assigned functions which will depend on the needs of the Delegation. The successful candidate will serve as support staff to specifically ensure the management and monitoring of operations in the following areas of expertise:

• Governance: Support the Team Leader in monitoring reforms, particularly in the areas of governance and stability;
• Cooperation programs: ensure the management and monitoring of operations in areas of expertise, in particular support for democratic governance, and contribute to their visibility.

We offer a competitive position in an international environment. Benefits such as a supplementary pension plan and medical insurance for employees and their families are offered under certain conditions.

The place of assignment is Dakar, the working hours are 37.5 hours per week and the minimum gross remuneration is F. CFA 2,200,000.

Selection criteria

Minimum requirements
1. be medically fit to perform the required functions;
2. enjoy civil rights and have a work permit in accordance with local legislation.

Studies
A university degree, preferably post-graduate in social engineering/politics/management or international relations.

Minimum work experience
At least four years of professional experience in the field of democratic governance and/or project management.

Specialized knowledge
• Good knowledge of community development policy and sectoral policies in the areas of governance and stability;
• Knowledge of other donors/international organizations;
• Technical knowledge (knowledge of how).

Technical knowledge
• Good knowledge of the project cycle including monitoring and follow-up techniques

Abilities

Communication skills
• Ability to communicate clearly, to present complex issues in a simple manner;
• Good writing skills;
• Ability to make presentations and speak in public.

Relationship skills
• Good teamwork skills, willingness to listen and share information and ideas;
• Availability for open relationships with different actors and partners.

Intellectual skills
• Ability to analyze data and documents and extract key information;
• Good analytical, synthesis and creativity skills.

Management skills
• Good negotiation skills in a complex multicultural environment;
• Ability to determine priorities and organize work rigorously and to meet deadlines;
• Ability to manage the project cycle, monitoring deadlines and execution schedules.

Personal qualities
• Availability to work under pressure and carry out monitoring missions in the field;
• Commitment to ensuring quality work and respecting community technical and financial procedures;
• Spirit of initiative and teamwork.

LANGUAGES
Perfect command of the French language. A good knowledge of English (characterized at least by good reading, writing and oral comprehension skills) will be an asset.

Expected performance
• Ensure regular dialogue with national and sub-regional authorities (State, Ministries, International Organizations), development partners, control institutions involved in the political governance sector;
• Participate in coordination within the DUE on political governance issues;
• Contribute to the identification and monitor the execution of national and regional programs in the areas of internal security (police, gendarmerie), civil status and elections;
• Contribute to the analysis of the actual performance of the sectors concerned as well as the main blockages.
