Job background
Present in Niger since 1998, the French Red Cross (CRF) works alongside the Niger Red Cross (CRN) in its mandate as an auxiliary to the public authorities. Since the food crisis of 2005, the CRF/CRN has implemented several projects in the areas of nutrition, HIV/AIDS, access to drinking water and sanitation in the regions of Agadez and from Zinder.
Present operationally in the regions of Zinder and Agadez, from an institutional point of view, the activities of the CRF are part of the capacity building process of the CRN alongside the other components of the Red Cross Movement and the Red Crescent present in Niger.

Description of tasks
- Ensure the coordination and planning of financial management; an accountant ; Treasury ; delegation audit
- Provide administrative management; human resource management; monitoring of procedures and relations with state services;
- Ensure the development and provision of tools for financial management, optimization and financial security of the delegation
- Ensure the monthly and periodic drafting of internal and donor reports of the delegation;
- Organize, participate in the planning of projects / programs and the definition of resources for the budget year
- Ensure capacity building and support the Admin and finance teams of the delegation in good budget management and compliance with procedures
- Training level : BAC + 4/5 minimum diploma, Professional license or Master’s degree in a finance sector; accounting ; management; economy ; HR management related to humanitarian and international solidarity, and other related discipline(s)
- Level of experience: confirmed at least 3 years of field/humanitarian experience in finance; accounting ; authorities; HR management; management control; audit, taxation of humanitarian programs., Be familiar with International Cooperation and ideally in a humanitarian/international NGO context
- Specific knowledge : Knowledge of the Red Cross and Red Crescent Movement; justify experience in an international NGO; management of donor contracts; drafting/production of donor reports; monitoring of donor contractual procedures; have experience working with the authorities (financial administration; tax authorities; social protection) have very good management and leadership skills, analytical skills
- Skills and experience preferred: demonstrate a great capacity for analysis and adaptation; strong capacity for financial planning and analyzing needs and making recommendations for change; proven experience of working in the local context of labor legislation and with local public services, labor inspection; demonstrate diplomacy; have the ability to communicate; be flexible, meet deadlines and able to work under stress.
- Computer knowledge: mastery of the Microsoft Office package (Word, Excel, PowerPoint, Outlook; Publisher etc.); mastery of accounting management software (SAGA, SAGE, SAARI, etc.)
- Linguistic knowledge : excellent command of French (spoken, read, written) essential and compulsory working language; knowledge of English (required)
Required and desirable skills
- Commit to respecting the principles of the international movement of the Red Cross and Red Crescent.
- Ability to develop/draft and produce financial management tools
- Excellent planning ability, Sense of rigor in work; dynamic and sense of challenge
- Management skills (ability for teamwork and listening, patience, pedagogy, diplomacy)
- Ability to coordinate with field and headquarters finance teams and state technical partners;
- Excellent analytical skills, solution-oriented synthesis; bargaining power and proposal
- Excellent drafting and written and oral communication skills; Good ability to supervise, delegate appropriately and work in a team;
Wage conditions
Remuneration:
- According to the collective agreement of the French Red Cross
- 15% expatriation bonus included
- Per diem: 32 €
- 13th month
- 10% job insecurity bonus
Leave:
- 5 weeks of CP/year
- 21 days of RTT/year
Other advantages :
- 100% coverage of home air tickets – country of assignment on departure and return from mission – vacation 06 months
- Financial envelope for taking breaks 03 months – 09 months depending on the mission
Insurance:
- Affiliation to Social Security via the Caisse des Français de l’Etranger – CFE
- Obligatory French Red Cross mutual insurance company (LAMIE) with 75% coverage by the employer (25 euros per month remaining payable by the employee).
- Medical assistance and repatriation (IMA Assistance) + provident insurance (death/disability).
