Towards the Restitution of African Works Looted During Colonization

Information should not be to everyone’s taste. Thousands of African works could return to their respective countries. A report commissioned by French President Emmanuel Macron will be released on Friday, November 23.

A year ago, in November 2017, French President Emmanuel Macron expressed the desire to restore the works of African countries, despoiled during colonization.

Felwine Sarr and Bénédicte Savoy, who have been entrusted with writing the report, intend to submit it to the Head of State.

“a bilateral agreement between the French State and each African State concerned (which) provides, as an exception to the general code of the property of public persons and the heritage code, the restitution of cultural property, and in particular objects from museum collections, taken out of their territory of origin during the colonial period”.

The final decision to follow the recommendations of the report (in part or in full) or to refute them rests with Emmanuel Macron.

If this report were adopted, it would do great harm to many museums, in particular that of the Quai Branly, where thousands of works of African origin have been stored for years. Already tongues are denouncing the content of this report, and are trying to draw the attention of the French authorities to the damage that restitution would cause for France.

On playback mode, the note says that “a bilateral agreement between the French State and each African State concerned (which) provides, as an exception to the general code of the property of public persons and the heritage code, the restitution of cultural property, and in particular of objects from museum collections, taken out of their territory of origin during the colonial period“.
