UNHCR France recruits 01 Project Coordinator
1. General Background
UNHCR France is collaborating with a wide range of stakeholders and has established partnerships with civil society, the private sector, governmental organizations over a number of years. With the adoption of the Global Compact on Refugees (GCR), more opportunities have emerged for engaging with France to mobilize humanitarian and development support for refugee situations worldwide.
The first Global Refugee Forum will take place in Geneva on 17 and 18 December. It is a unique opportunity to strenghten solidarity with refugees and the countries that host them, including through enhanced outreach to traditional and non-traditional partners. In France, better engagement from all actors in society would be a way to augment collective approaches to improve the protection space and access to solutions for refugees and stateless people.
Driven by the whole-of-a-society approach and with due consideration to the “aim and spirit” of the GCR, UNHCR France is seizing opportunities for advocacy and for playing a meaningful catalytic role with the objective to mobilize resources to support: the protection of Refugees and asylum seekers, the sensitization and the engagement of the French society – incl. combating xenophobia and promoting a positive image of Refugees and asylum seekers -, the integration of Refugees and asylum seekers and UNHCR operations worldwide.
Therefore, UNHCR intends to develop concrete projects in France in a multistakeholder and partnership approach. The aim is to raise awareness of refugees among the public, highlight best practices in terms of refugee integration across France and encourage France to make pledges at the Forum. Various actors will be involved in bringing this projects to life, including the main partners, as well as refugees, local NGO’s and various UNHCR relevant units.
2. Purpose and Scope of Assignment
The contractor will work in the UNHCR Paris Office and will be part of the ER team, supervised by the Senior ER Officer. Regular meetings will be organized to follow up, while routine updates will be provided to the relevant UNHCR colleagues, as required. Without being exhaustive, the contractor’s main duties and responsibilities shall be as follows:
1/ Communication/Advocacy: Understand and make known the stakes of the Global Compact on Refugees and the strategic focus of the first Global Refugee Forum;
- Keep track of all events/activities/stories that will be produced around the Global Forum on refugees and create synergies;
- Identify and pitch stories to relevant communication colleagues to feed the GRF global communication
- Draft/translate in english relevant documents and reports
2/ Project Management: Develop and support concrete projects in France, in a multistakeholder and partnership approach, that go beyond public awareness and that have a positive impact for refugees;
- Support multistakeholders projects in line with UNHCR France main goals and strategy and in support of External relations unit. Subject to sufficient funding, implement the Hospitality train project in coordination with the relevant partners;
- Coordinate with various actors involved in bringing these projects to life, including the main partners, as well as refugees, local NGO’s and various UNHCR relevant units;
- Plan and define the projects stages, to allocate the resources, to coordinate the project execution and to supervise their application;
- Facilitate working group meetings involving all relevant parties, including producing agendas and minutes;
- Produce and maintain all relevant project management documents;
- Define key impact indicators and ensure they are met;
- Ensure the follow-up of the plans, time-schedule and budgets;
- Ensure the participation of refugees in every step of the project and identify good practices, in coordination with the UNV in charge of the implementation in France of the pilot project “Volunteering in the Response to the refugee and migrant situation in Europe” and UNHCR innovation unit
- Identify and train volunteers who will support the delivery of awareness raising activities in the cities participating in the projects;
- Provide an efficient project management capacity and to comply with the time-schedule;
- Produce an evaluation report following the successful implementation of the projects; and
- Any other tasks as required.
3/ Monitoring and Progress Controls
- Subject to sufficient funding, Hospitality train project implemented;
- Stories in line with the GRF global communication strategy identified and pitched;
- Agendas and minutes of working group meetings produced;
- Relevant project management documents (requirements specification, project schedule, budget…) delivered timely;
- Evaluation report on the successful implementation of the projects.
Fluency in English and French required
b. Work Experience
Minimum 6 years of relevant work experience in the areas of Public Information/External Relations/Communication/International Relations, including significant project management experience;
- Experience in events coordination/ NGO/ support of integration of refugees;
- UNHCR experience desirable.
