Under the direct supervision of the UNICEF Regional Security Advisor, the Security Specialist will provide specific analysis, advice and support to regional/country offices regarding UNICEF program activities and operations in the unsecured areas, as well as affected staff and partners.
The incumbent will develop country and region specific thematic analysis of specific insecure areas, analysis of the underlying cause of inaccessibility and insecurity, local dynamics as well as planning and implementation mitigation measures adapted to the local context and the risk analysis.
The incumbent will provide program security support and analysis for all programs, which will reinforce regional strategic directions and inform existing strategies, including communication and access strategies, and inform actions to reduce the number of missed target populations in hard-to-reach areas.
The incumbent will provide technical support and guidance to other UNICEF Security and Safety Analyst positions in the region and establish a functional network for information sharing between them.
How can you make a difference?
Summary of main duties / responsibilities
• Provide technical assistance to countries and the region for accurate threat and risk assessments
• Provide focused analysis on the root causes of inaccessibility at national and regional levels to inform access strategies and improve program delivery in the region
• Cross-check and triangulate data to confirm issues and trends
• Challenge claims of insecurity and inaccessibility (and define specific areas and sub-areas of non-access against an overall statement of non-accessibility for an entire region)
• Support the contribution of communication approaches and tools to the analysis of the situation
• Strengthen collaboration between other UN/NGO security apparatuses in support of existing UN Security Management Systems (UNSMS)
• Support the development of the regional strategy of the different aspects and causes of insecurity and share with the countries.
• Contribute to the establishment of a regional “common operating picture” with the aim of providing a baseline for rapid and accurate decision-making at all levels.
• Assist the Regional Security Advisor and ensure the continuity of WCARO’s security function in the absence of the Regional Security Advisor.
Impact of results
• The incumbent will gather, process and disseminate relevant information on regional, national and regional conditions and events relevant to UNICEF program activities and operations, and relevant staff and partners.
• Under the overall direction of the Regional Security Advisor, he/she will ensure that all information and analysis is made available in a timely manner so that it can be incorporated into the analysis at the global level.
• He/she will collect information relating to UNICEF programmes, activities and operations, and relevant staff and partners at the regional, country and regional levels, including information on security incidents, as well as on events that precipitated them.
• He/she will report on this analysis with the aim of identifying trends and forecasting specific operational conditions that may impact program capacity or delivery arrangements.
• S/he will conduct activities to fully understand access issues and security environments in endemic countries, outbreaks and “at risk” countries. Emphasis is placed on finding the root causes of insecurity and inaccessibility at the local level to support operational activities.
• In addition, the incumbent will conduct analysis to understand the dynamics at the regional level, particularly with regard to terrorism, inter-tribal conflicts and population movements caused by environmental issues and all other socio-economic factors. and policies making geographical areas inaccessible.
• The purpose of the analysis is to provide information that will improve operational planning of activities aimed at reducing the number of missed target populations in hard-to-reach areas.
• The incumbent will work closely with UNICEF technical/operations and communications staff to integrate all relevant analysis into country program and activity implementation plans.
• It will focus on building capacity to continue delivery of critical programs to affected populations, in line with the UNSMS security risk management model.
• He/she will develop and maintain internal and external information networks to improve the collection/compilation of information related to activities and operations, as well as relevant staff and partners.
• The incumbent will establish appropriate systems for sharing information and handling security issues with the UNICEF program, in relation to third party contractors, taking into account the principles of risk transfer and constraints in due diligence and contractual terms.
• Provide advice, as appropriate, on security interactions with such third parties, within appropriate legal parameters and organizational obligations.
• The incumbent will conduct security assessments, assist with security-related matters when developing mission plans, and support field missions to facilitate the above.
• The incumbent will follow up on all reported incidents related to activities, operations and/or relevant staff and partners, in particular with regard to the identification of lessons learned and the stimulation of necessary actions.
• As part of regional security training, he/she will develop and conduct analysis and security related training as required.
Main expected results:
• Establish a database of lessons learned for key program activities
• Identify insecurity trends, patterns and early warning triggers at country level
• Provide technical assistance to countries and the region for more accurate risk assessments
• Report on a targeted analysis of the root causes of inaccessibility at national and regional levels to inform access strategies and improve program delivery in the region
• Provide analysis to challenge claims of insecurity and inaccessibility (and define specific areas and sub-areas of no access versus limited access and full access)
• Organize regular meetings/teleconferences to strengthen collaboration between other UN/NGO security apparatuses in support of existing UN Security Management Systems (UNSMS)
• Provide analytical input to region and country specific security, access and program strategies.
To qualify as an advocate for every child you have…
• Advanced university degree (Master’s degree or equivalent or recognized equivalent) in risk management, military or police intelligence, political science, international relations or related discipline. Substantial qualifying experience and training may be considered in lieu of advanced university degree.
• At least eight (8) years of progressively responsible experience in security analysis and risk management.
• Demonstrated understanding of analytical processes related to security is essential.
• Experience in United Nations and/or international security management is highly desirable.
• The incumbent will possess analytical and information management skills and be able to interpret security data and information.
• Working experience in developing countries and/or knowledge of emergency situations is considered an asset.
• Fluency in English and French is essential. Knowledge of another official UN language (Arabic, Chinese, Spanish or Russian) or a local language is an asset.
