The purpose of this consultancy is to develop a Framework to Operationalize Policy for the Protection of Students in the School Environment of the Ministry of Education and Higher Education.

This will be delivered in close coordination with the Ministry of Education and Higher Education (MEHE), under the leadership of DOPS (Direction d’Orientation Pedagogique et Scolaire / Orientation and Counseling Department) and in collaboration with all relevant departments and units that have a child protection role and accountability.

The framework will translate the principles outlined in the Policy into concrete, measurable actions that will constitute the basis for MEHE’s plans in rolling out the policy.

Scope of Work:

Under the supervision of the UNICEF Child Protection Specialist and in close coordination with MEHE-DOPS and UNICEF and Education Programs, the consultant will lead the development of the Operational Framework of the Policy on the Protection of Students in the School Environment including an estimated budget, time frame, indicators, and assigned responsibilities. The framework will build on the different achievements, lessons learned, and good practices accumulated over the 2-3 years of the roll-out of the policy. Furthermore, the overall goal is to ensure the institutionalization of tools, guidelines, SOPs within MEHE.

The consultant is expected to complete the entire work in 40 working days between July and September 2019. Payments will be done as per below schedule and upon satisfactory submission of stated deliverables.

Work Assignment Overview:

Tasks/Milestones:

Activity A: Inception and Preparatory Phase

Organize in coordination with MEHE and UNICEF preparatory meetings for the development of a detailed work plan and methodology (including detailed tasks and activities) and timeframe for the exercise.

Submission of a detailed work plan with clear tasks and activities, in addition to proposed methodology, and timeframe

Weeks 1-2

Tasks/Milestones:

Activity B: Assessment of needs and gaps in roll-out of the CP policy in Education

Consultations using FGDs and key informing interviews with relevant departments and units within MEHE, other relevant line ministries, UN Agencies and NGOs, to understand needs in effective roll-out of the CP policy in Education.

Deliverable 2:

Submission of Workshop Report including results from the consultations

Validation workshop of the results of the assessment with relevant department and unit’s representatives within MEHE

Weeks 3 and 4

Tasks/Milestones:

Activity C: Development of the Operational Framework in close consultation with DOPS/MEHE and other relevant departments

Based on the consultations and assessment phase, proposes a skeleton of the Operational Framework

Collect and address feedback received from relevant representatives of MEHE and UNICEF on the Skeleton

Organize and facilitate at least 3-4 workshops to ensure wide participation in the development of the Operational Framework

Develop 1st Draft of the Operational Framework including an estimated budget for it

Collect and address feedback received from relevant representatives of MEHE and UNICEF on Full Operational Framework and budget

Prepare PowerPoint Presentation in English and Arabic including key actions identified in the Operational Framework to be presented to relevant stakeholders

Deliverable 3:

Submission of Skeleton of the Operational Framework to UNICEF and MEHE for Feedback

Timeline: Weeks 6 – 9

Deliverable 4:

Organized and facilitated at least 3 workshops and submission of workshop reports

Deliverable 5:

Submission of Finalized Operational Framework and PowerPoint Presentation

Timeline:

Weeks 8-13

To qualify as an advocate for every child you will have¦

  • An advanced university degree (Master’s or higher) in Social Sciences, Social Work or Mental Health
  • 5+ years of experience in child protection, preferably on system strengthening programs
  • Strong knowledge on child protection prevention and response required
  • Experience in the Lebanese public sector and in intergovernmental/ non-governmental organizations is desirable
  • Experience in formulating Strategies and Concepts
  • Excellent communication skills, including with children
  • Strong knowledge of Arabic and English languages
  • Strong integrity and ethical standards; and commitment to children’s rights
  • Experience in Leading and supervising
  • Experience in networking and building good working relationships with a variety of stakeholders
  • Ability to work individually and within a team.
  • Ability to work under pressure and in emergency.
